Description
NASA LaRC has a requirement for the development of a suite of software tools, including licenses, training, and upgrades/maintenance of existing LaRC Wake Interactive Development and Analysis Tools (WIDAT) and the Federal Aviation Administration?s (FAA) Air Space Simulation and Analysis for TERPS (ASAT). The software will encompass a full implementation of NASA's Aircraft Vortex Spacing System (AVOSS) algorithm in a modular and updatable/upgradeable/enhanceable manner in conjunction with a 3D visualization of an AVOSS model generated output. The software must be fully compatible with the FAA's ASAT exclusive system. The software shall provide high fidelity models and empirical data representing most components of aviation scenarios. The components shall include aircraft characteristics; geographical and physical environments; atmospheric conditions; onboard avionics and ground and space based navigational aids; air traffic detection systems; and human factors aspects on both the pilot and air traffic controller side. The software suite shall provide full Monte Carlo analysis and simulation capabilities. The objective of this requirement is to provide NASA with the capability to facilitate efficient ways of studying new concepts of air traffic operations involving existing and/or new wake vortex models. The period of performance for the software development will be 12 months with four 1-year option periods for upgrades and maintenance. NASA LaRC intends to negotiate a contract on a sole source basis with Air Traffic Simulation, Inc. (ATSI) for the development of the software, including licenses, training, and upgrades/maintenance. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), "Only One Responsible Source". This is based on the fact that ATSI was the only source responsible for the development of the original software suite of tools and the software is proprietary to ATSI only. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
