- The Naval Surface Warfare Center, Carderock Division (NSWCCD)intends on issuing on a sole-source basis, a purchase order for services to Virginia Polytechnic Institute of Blacksburg, VA. The goal of this contractual effort is to develop numerical tools that will minimize the need for costly full-scale testing currently being used to evaluate composite joints on Navy projects. This effort supports work already performed under Phase III of a collaborative "composite fracture fatigue testing" among the NSWCCD, Virginia Polytechnic Institute, and the University of Maine Composite Reliability Initiative. Virginia Polytechnic will conduct tensile fatigue structural tests on proposed double plate fabricated of e-glass vinyl ester. Because of past experience in IR inspection and fatigue testing, Virginia Polytechnic Institute's personnel is uniquely qualified to perform this tasking. The proposed contract action is for supplies or services for which the Government intends to solicit with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determiniing whether to conduct a competitive procurement.
