Description
Request for Information Lajes Field Air Base, Azores, Portugal is seeking information regarding possibly leasing out an existing liquid oxygen / liquid nitrogen production plant located at Lajes Field, Azores, Portugal. Specifically, the 65 Logistics Readiness Squadron (LRS) is seeking information that may assist in the development of a ?Lease Agreement? between the United States Air Force (USAF) and a contractor for the operation of a cryogenic production plant. The 65th LRS is also soliciting information to determine the availability of capable contractors that can accomplish this task. This is a Request for Information (RFI) only, it is issued solely for informational and planning purposes. The United States Government will not be committed to a contract for any supplies or services resulting from this RFI. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. The contractor will bear all costs relevant to ensuring the plant is in compliance with governing laws etc. NOTE: ALL COSTS INCLUDING TRAVEL RELATED COSTS WILL BE AT THE CONTRACTOR?S OWN EXPENSE. Background: In January 2001, the USAF purchased a 5-ton cryogenic production plant from Pacific Consolidated Industries (PCI) located in California for Lajes Field Air Base, Terceira, Azores, Portugal. The plant operated for four years producing (LOX) and (LIN). In November 2005, it was determined that it would be more cost effective to procure LOX and LIN from a commercial source, subsequently the production plant was shut down. Information Requested: In responding to this RFI, the USAF requests interested vendors to submit information on the following subjects. Note: Please number your responses to match the question numbers below: 1.Briefly describe how your company would plan to operate this plant. 2.Is it possible for your company to provide free cryogenic products (i.e., LOX & LIN) in consideration for the USAF in exchange for the use of the cryogenic plant to produce LOX/LIN for commercial sources? If not, what kind of offer would your company be willing to give the USAF? 3.Is your company willing to accept all utility costs associated with operating the plant (i.e. water, electric, facility maintenance)? 4.Describe your expectations concerning how the products would be stored/issued/billed. 5.An estimated timeframe necessary for your company to implement your proposed lease. 6.Provide all correspondence and responses in English.
