Description

The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 12, Acquisition of Commercial Items, to JEOL, USA, of Peabody, Massachusetts. The purpose of this acquisition is to purchase a Direct Analysis in Real Time, orthogonal acceleration Time-of- Flight Mass Spectrometer [DART/oa-TOFMS] to rapidly analyze large numbers of wipe samples, while providing exact masses accurate to within 4 mmu and relative isotopic abundances (RIAs) accurate to within 15% for the ions in the mass spectra. It has been determined that JEOL, USA, is the only vendor uniquely qualified to meet these requirements as there are no other commercially available instruments that provide a linear dynamic range of 104 and surface sampling that is simple and rapid and that requires no manual manipulation of multiple samples during data acquisition. The instrument must also discriminate against mass interferences when measuring ion abundances of isotopic peaks. Required time to acquire data for a sample is ten [10] seconds and only full scan data is necessary to measure exact masses and RIAs. The NAICS code for this procurement is 334516. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
