- The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics, (DCEG) intends to procure on a sole-source basis with Sequenom, Inc., National Sales Office, 3595 John Hopkins Court, San Diego, CA 92121, for a service agreement for the Sequenom MassARRAY System which comprises of 1) SpectroREADER S/N BT-1907, 2) SpectroTYPER S/N D948DDJ1K409 and, 3) Nanodispensor S/N B1-0012-BV. This acquisition will be procured under the authority in FAR 13, Simplified Acquisitions. The North American Industry Classification System Code (NAICS) is 811219 and the business size standard is $6M. The Sequenom technology enables the direct characterization of genetic variants (insertion, deletion and substitution of DNA bases) in large number of samples without the need for any labels (such as, radioactive phosphorus, fluorescent dyes) or separation steps (such as gel electrophoresis and differential hybridization). These systems utilize Sequenom proprietary software. Contractor requirements: 1) All maintenance shall be performed in accordance with the manufacturer?s practices, 2) Contractor shall provide two (2) preventative maintenance inspections, every six months during the period of performance, 3) Provide emergency service on an unlimited basis during the term of the contract with no additional charge to the NCI, 4) Service Engineers must be technically and factory trained by the manufacturer, Sequenom, Inc. All primary personnel must have at least one back up support person with at least the same level of expertise, 5) Parts and accessories must be new or refurbished to the complete specifications required by the contractor in order to be compatible with the existing systems, to maintain operability and consistency in research studies. Sequenom, Inc. is the only known source that is capable of providing the maintenance required. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 1:00 PM EST on February 27???????????, 2006. It is the vendor?s responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov.
