Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a Request For Proposals (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (RFP 06-3K06-007) is hereby issued as a request for proposal (RFP). A sources sought was posted for this requirement under number 05-3K06-083 and is replaced with RFP 06-3K06-007. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08. This solicitation is being issued as full and open competition. The applicable NAICS code is 541110 and size standard for this requirement is $6 Million. All responsible sources may submit a proposal which will be considered by the agency. Amendment 5 - Clarifies amendment 4 Evaluation and award decision information. The first sentence below is revised by changing ?in? to ?of?. The change is in BOLD letters. Factors number 1 and 2 above are of equal importance. Factor 3 will not be point scored, however, it is important and will be considered in the award decision. Technical merit is more important than price in determining contract award. All evaluation factors other than price, when combined are significantly more important than price. The Contracting Officer shall determine what trade-off between technical merit and price promises to be the best value to the Government, price and other factors considered. As offeror?s technical proposals become more equal, price may become the determining factor. Contract award will be made to the proposal that offers the greatest value and is most advantageous to the Government. Amendment 1 is changed to revise ?FAR 52-212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS - INSTRUCTIONS FOR SUBMISSION OF PROPOSAL (JAN 2006)? as follows: 1. One (1) original and two (2) copies of the Technical and Business/Price Proposal, signed by an official authorized to bind the Offeror, shall be submitted, so as to be received not later than the time and date at the location specified in the ?Offer Submission and Due Date?. One (1) copy of both Technical and Business/Price Proposal shall be provided via email by the date specified in the ?Offer Submission and Due Date?. 2. To delete reference to ?2004?.
