- HSCG87-06-B-643203 Construct Sector Control Center (SCC) Tower at Potato Point site, Valdez, Alaska. The contractor shall provide all materials, supervision, labor, equipment, transportation, and incidentals necessary to perform the following work at Potato Point site, Valdez, Alaska: Pour a new reinforced slab on grade next to generator building, move existing fuel tank to new slab on grade, construct a new 120 foot, three legged self supporting tower and foundation. New tower shall have a 25 foot square top platform to support 2 new 21 foot diameter radars. Provide three snow shields for 10 foot diameter microwave dishes. Construct and install a 16 foot by 12 foot fiberglass communication hut within the base of the tower 6 feet above grade. Hut shall include a 5 foot by 5 foot expanded metal landing and expanded metal stairs and include a fire detection system that activates a carbon dioxide fire extinguishing system. The tower design shall dictate the hut location. If the hut is too large, or tower foundation is too narrow, the hut shall be installed immediately outside the tower foundation. Make all required utility connections connecting the new hut to the existing electrical and telephone systems. Install cable ways ice bridges and an ice cap over the fiberglass hut connecting the hut to the tower. Provide and install a new electric incinerating toilet inside the existing radar hut. Demolish all existing equipment inside existing radar hut once new system is on line and running. Replace existing Halon System inside generator room and DGPS room with a new fire extinguishing system. Install a new benchmark central to the site. Benchmark shall have elevation and state plane coordinates stamped into them. Provide a site survey showing benchmark, property boundaries, trees, tower location, and elevations in 5 foot increments. Site survey will be based on newly installed benchmark. All work shall be completed on or before September 15, 2006. Contract award is anticipated late March early April 2006. The estimated cost range is between $250,000 and $500,000. See the solicitation for bonding requirements. This procurement is issued as a 100% small business set-aside. The North American Industrial Classification System (NAICS) Code is 237130 and the applicable size standard is $31.0 million dollars in annual receipts for the past three years. All responsible small businesses may submit a bid. A firm-fixed-price contract will be awarded. This solicitation will not be issued in paper form.
