Description
The 89th Contracting Squadron, Andrews AFB, Maryland, is seeking Painting Services. The Government intends to award an Indefinite Delivery Contract (IDC) Requirements type contract with a basic period of performance for 1 year with four option years. Delivery orders will be written against the basic year and the four additional option years. Past Performance is considered significantly more important than price. The Government reserves the right to award a contract to other than the lowest offeror if that offer is judged to provide the overall best value to the Government. The Government is soliciting capable Service Disabled Veteran Owned Small Businesses (SDVOSB). The contractor shall furnish all supervision, personnel, equipment, tools, material, and transportation necessary to perform the Painting Services as follows. Major Items include, but are not limited to: 1) Provide all operations necessary to manufacture and install signs, including maintenance of signs of various sizes and specifications, 2) Provide all operations necessary to remove paint, and apply interior protective coatings, 3) Application and removal of vinyl wall covering to selected surfaces, 4) Remove/apply exterior protective coatings, clean exterior surfaces and sandblasting, 5) Layout and stripe required traffic control marks on the streets, parking lots, aircraft runways, and taxiways. (6) Remove rubber and paint buildup from the rubber covered and painted areas within a designated area of runway, taxiway, apron, and roadway pavement. interior and exterior protective coatings maintenance on military family housing and various buildings on Andrews Air Force Base, Brandywine and Davidsonville communication sites. Protective coatings maintenance will also include the layout and stripping required for traffic control on streets, parking lots, aircraft runways, taxiways, and parking areas. In addition to interior and exterior protective coatings, manufacturing and installation of signs, including hand painted signs of varying sizes and specifications, being applied onto metal, wood and/or masonry surfaces will be required. This solicitation will be awarded using an Indefinite Delivery (Requirements) Contract with a base and four option years, which will be solicited by a Request for Proposal (RFP), for Price Performance Trade-Off (PPTO) best value award. Performance Price Trade-off (PPT) procedures, resulting in the Best Value to the Government. The estimated magnitude of this project, to include the option years is between $5,000,000.00 and $10,000,000.00. The applicable NAICS for this acquisition is 236220 with a small business size standard of $12 million. All contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. CCR can be obtained by accessing www.ccr.gov or by calling 1-888-227-2423. Any interested parties must complete the Online Representations and Certifications Application (ORCA), which can be accessed at http://orca.bpn.gov/. The solicitation will be posted on or about 14 February 2006, and can be accessed at www.eps.gov. The Government will not provide paper copies of the solicitation, blueprints, specifications, or plan holders list. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package, amendments, and other pertinent information and for downloading their own copy of the solicitation package. NOTE: The response date cited above is an estimated date. This notice does not obligate the Government to award a contract. It does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation fees.
