Description
The Jacksonville District is conducting a market survey to identify qualified Service Disabled Veteran-owned Small Businesses (SDVOSB) to provide Quality Assurance (QA) services for the Information Management and Information Technology (IM/IT) functi on of the United States Army Corps of Engineers within the continental US (CONUS). This consists of 56 districts and 32 regional information offices (RIOs). Currently the Army Corps of Engineers is undergoing an A-76 study in their IM/IT function to determine if the function will be performed by Government personnel or private industry. A Continuing Government Organization was developed with staffing to provi de QA functions; however, due to recent reductions it has become necessary to contract this service out. The purpose of QA oversight is to ensure the Service Provider (whether Government or private industry) executes the IM/IT effort in accordance with th e implementation plan/contract. This contract will be used to assess the Service Providers performance in comparison to the required performance levels identified in the Performance Work Statement. The applicable North American Industry Classification System code is 541618 with a size standard of $6.5 million for potential SDVOSB. Any interested SDVOSB concerns are advised of the language in the Federal Acquisition Regulation (FAR) Clause 52.219-14 Limitations of Subcontracting paragraph (b)(1) which states that under a small business set-aside contract for services at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Ther efore, the Capabilities Statement should realistically demonstrate how SDVOSB concerns would be able to comply with this clause which would be included in any potential contract. Please also note that consultants are considered subcontractors and not empl oyees of the prime contractor. Interested SDVOSB concerns that believe they have the capability of providing services as defined above are invited to submit, in writing, a Capabilities Statement with sufficient information within a 15 page limitation. Respondents to this market survey should provide their capabilities/expertise in the following areas: (1) Providing program management/oversight for quality assurance of IM/IT functions; (2) Familiarity using and interpreting quality assurance surveillance plans (QASP); (3) Experience in w riting conducting QA inspections and audits for IM/IT functions and data collection and analysis of said inspections and audits; (4) Experience in establishing, developing and maintaining IM/IT quality management systems. Qualifications of the submitting f irm need to be differentiated from proposed subcontractors. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis.
