Description
NTC Fort Irwin CA, located close to Barstow, CA is seeking sources for the below stated Statement of Work. NO PHONE CALLS WILL BE ACCEPTED. Intersted parties should e-mail or fax company information that is no larger than 5 8 ? x 11 pages. STATEMENT OF WORK 02 Jan 06. 1. Description of Service 1.1. General Requirements Except as otherwise noted, the contractor shall provide the necessary personnel, services, supervision, facilities, materials and equipment to perform this Statement of Need (SON). The contractor shall safely perform flight operations for government-owned OH-58 helicopters used in training exercises with the Army at the National Training Center (NTC), Bicycle Lake AAF, Fort Irwin, California. 1.1.2 The Contractor shall provide the name and phone number of a pilot and at least one alternate to the ACO/COR at the post award conference. These personnel will be the primary point of cotract for the Contracting Officers Representative (COR). Contr actor personnel must be on call twenty-four hours a day, seven days a week, to work when called by the COR.. 1.1.3 Contractor personnel shall comply with all military regulations and directives when in base flight patterns (Within the 400 mile radius of Bicycle Lake airfield) and on military installations. 1.1.4 The Contractor shall report to the COR on a weekly report sheet all flight times and the aircrews arrival and departure times at the base of operations. Flight time shall begin at liftoff and end at touchdown. This information shall be submitted by close of business on the next business day following the flight. 1.1.5 The Contractors aircrews shall comply with all applicable FAA rules and regulations and local military regulations and directives during all flight operations. If the FAA and local military regulations and directives conflict, the Contractors air crews shall comply with FAA directives. 1.1.6 The government will not exercise any direct supervision over the contractor employees performing services under this contract. However, intervention may be necessary in the interest of life, safety (check rides), and national emergencies (e.g. weat her recall, aircraft disbursement, etc.) The contractor shall communicate with the government as needed to ensure performance and will provide minutes of any meetings between the government and the contractor. 1.1.7 All technical manuals, regulations and publications are available for review on the Internet using the web site http://afpubs.hq.af.mil for Air Force and http://afpubs.hq.af.mil/dodlinks.asp for DoD publications. 1.2. Definitions 1.2.1 Contracting Officers Representative (COR). A Government employee appointed by the Contracting Officer (KO) to be the KOs representative for specific technical and administrative functions. 1.2.2 Contractor Controllable Delay. Any time a flight departs 10 minutes or more after the scheduled departure time or is cancelled due to unavailability of qualified Contractor personnel or failure of the Contractor to fully comply with any of the term s and conditions of this contract. 1.2.3 EAGLES. The name of the aviation team assigned to the Operations Group. The EAGLES are one of several teams participating in the exercises. This is the only team the contractor will support under this contract. 1.2.4 National Training Center (NTC). 1.2.5 Reception, Staging, Onward Movement and Integration (RSOI). 1.3. Specific Requirements 1.3.1 The Contractor shall provide pilots to fly Army OH-58 helicopters in company with US Army helicopters operated by Army pilots on training exercises. Contractor aircrews shall also position/deposition the OH-58s for maintenance and fly the OH-58 on other routine missions as scheduled by the government. These routine missions will not include movement of Government personnel. All flights will be within a 400-mile radius of Bicycle Lake AAF. The flights will include pinnacle landing and approac hes as well as low level, nap-of-the earth and terrain following flights at varying elevations and at density altitudes over 5,000 feet above sea level. Flights will be through areas of rugged peaks, deep canyons, cliffs, rock outcroppings and steep slope s. Landing may be in confined area surrounded by trees, brush, rocks, snow or ice. Flights will be under VFR conditions at any time of the day or night. Aircrews shall use night vision goggles (NVGs) when directed by the Government, usually during fligh t operations from 30 minutes after sunset until 30 minutes before sunrise. 1.3.2 Contractors Training. The purpose of the training is to familiarize pilots with the NTC and the RSOI exercise. Initial familiarization training will be accomplished using a combination of Military Instructor Pilots and the Contractors Instructor Pilot. All contractor pilot training will be accomplished IAW applicable Army Regulations, Directives, and Training Circulars. Actual number of training hours will be determined by the Detachment Commanders assessment of the pilots ability and success ful completion of a check ride administered by the government. Scheduling of helicopters for contractor familiarization training will be at the discretion of the Detachment Commander so the Army mission is not adversely impacted due to contractor use of h elicopters. 1.3.3 Personnel Appearance. The contractor shall ensure that personnel comply with and conform to military standards of personnel appearance while engaging in this contract when on duty. The contractor personnel shall wear the Government provided unifor m which includes flight suits, flight jackets, flight boots, brown tee shirts and baseball caps with Contractors logo. All outerwear will display the Pilots name over right breast pocket and the company name/logo over the left breast pocket. During fli ght operations the above shall be worn, along with the appropriate safety equipment (flight gloves, helmets, Avaition Life Support Equipment - ALSE). The contractor shall be responsible for the employee returning flight uniforms and safety equipment to th e Government prior to termination of employment. The contractor shall be responsible for returning flight uniforms and safety equipment in a clean condition with fair wear and tear allowed. The contractor shall request flight uniforms and safety equipmen t for new employees after they have passed the Army Flight Duty Medical Examination, Class II. 1.3.4 Flight Personnel Positions listed in paragraphs 1.3.5.2 through 1.3.5.4 are considered Eagle Flight Personnel. Contractor personnel in these positions are authorized to draw flight equipment, get an Army Flight Duty Medical Examination Class II, an d be crewmembers in the Operations Group aircraft. Contractor flight personnel may be subject to drug/alcohol testing in order to fly Army aircraft and may be required to wear certain items of protective/mission equipment. 1.3.4.1 Flight Physical Requirements: Individuals selected for flight positions (1.3.5.2 through 1.3.5.4) shall possess a certificate of a current FAA First Class, FAA Second Class or appropriate current military flight physical at time of hire and must be able to successfully complete the Army Flight Duty Medical Examination, Class II. The contractor must pass the Army Flight Duty Medical Examination, Class II prior to MOI flight training as an aircrew member in any aircraft. Individuals selected for flight positions (1.3.5.2 through 1.3.5.4) must maintain a current Army Flight Duty Medical Examination. 1.3.4.2 Certification and Qualification Requirements: The contractor shall ensure that all personnel possess or have possessed the appropriate FAA certificates and ratings or DOD qualifications, and/or education, and experience requirements shown 1.3.5.2 through 1.3.5.4 prior to being hired by the Contractor. However, employees of the incumbent Contractor hired into the same job by a new Contractor are considered by the Government to have met the certification and qualifications requirements for hire in that position, and to be fully qualified to hold that position. Waivers to certifications, ratings, qualifications, education, or experience requirement s may be requested thought the COR if an individual is otherwise qualified. The Contractor shall forward the Contracting Officer and COR, evidence of certifications and qualifications for each employee in 1.3.5.2 through 1.3.5.4. 1.3.5 Workload. Contractor shall provide nine fully qualified and trained pilots for utilization during 10 rotations over a 12 month period, each rotation lasting 28 days. Each rotation has a maximum of 10 helicopters available to participate in the exe rcise. Helicopters will be flown by a combination of government and contractor aircrew. The actual utilization of contractor pilots will be determined by the GFR and will depend on the exercise schedule. The Contractor shall provide the required flight crews at the base of operations in accordance with the schedule as outlined in paragraph 1.3.5. Contractor personnel will work a maximum of 1440 hours per each 28-day rotational schedule. Pilots will be required to fly a maximum of 100 hours per month. 1.3.5.1 Scheduling. The EAGLES will provide a tentative schedule for each training period to the Contractors agent or alternate not later than day 3 of the RSOI period. The final schedule will be provided to the contractor not later than day 5 of the R SOI period. The EAGLES will provide any changes to the schedule at least 3 hours before the scheduled crew arrival time. 1.3.5.2 Pilots in Command (PC) All pilots in command must have possess at the time of hire an FAA commercial pilot certificate with rotorcraft category and helicopter class ratings on the certificate, or be a graduate of any DOD rotary wing pilot course , or have U.S. military orders, letters or equivalent designating the individual as a rotary wing pilot at a U.S. military aviation school. All PCs shall meet all requirements for a PC in AR 95-1, Chapter 4-21 as well as the following minimums: 1,000 flight hours total pilot time in a helicopter and 100 flight hours of PC time in the OH-58/Bell in the past 12 months. All PCs shall have at least 500 hours experience in that position in the OH-58/Bell 206. All PCs shall possess a secret security clearance. 100 helicopter flight hours with NVGs. 1.3.5.3 The Instructor Pilot (IP) The flight instructor must have possess at the time of hire an FAA commercial pilot certificate and an FAA flight Instructor certificate with rotorcraft category and helicopter class ratings on both certificates, or be a graduate of any DOD rotary wing pilot course, or have U.S. military orders, letters or equivalent designating the individual as a rotary wing instructor pilot at a U.S. military aviation school. All instructor pilots (IP) shall meet all requirements for an Instructor Pilot in AR 95-1, Chapter 4-26 as well as the following minimums: 1,500 flight hours of total pilot time in a helicopter. 500 helicopter flight hours as an IP. Possess a military rating as an OH-58 IP or be a CFI for Helicopters. 200 helicopter flight hours using NVGs. All IPs shall possess a secret security clearance 1.3.5.4 The Maintenance Test Pilot (MP) The Maintenance Test Pilot must have possess at the time of hire an FAA commercial pilot certificate and an FAA flight Instructor certificate with rotorcraft category and helicopter class ratings on both certificat es, or be a graduate of any DOD rotary wing pilot course, or have U.S. military orders, letters or equivalent designating the individual as a rotary wing instructor pilot at a U.S. military aviation school. Additionally must have successfully completed th e Aviation Maintenance Course (AMMC) and the Maintenance Test Pilot Course (MTPC) track portion for the OH-58 A/C aircraft. The MP shall meet all requirements for an MP in AR 95-1 , Chapter 4-29 as well as the following minimums: 1,000 flight hours total pilot time in a helicopter and 100 flight hours of PC time in the OH58 A/C or Bell 206 in the past 12 months. The MP shall have at least 200 flight hours experience in that position in the OH-58 A/C or Bell 206 100 helicopter flight hours with Night Vision Goggles (NVG) Possess a secret clearance. 1.4 The Contractor shall notify the COR of any aircrew terminations or transfers within 24 hours. 1.5 AVAITION LIFE SUPPORT EQUIPEMT TECHNICIAN. The purpose of this position is to control, inspect, repair, maintain, size, fit, and adjust ALSE. Maintains ALSE publication library and equipment records. Provides aircrew life support and survival training to assigned aviators and non-rated crewmember s. Ensures that all ALSE is maintained in a high state of readiness through inspecting, cleaning, fitting, testing, adjusting, and repairing. Maintains files on inspection, maintenance, expiration dates, and supply pertaining to ALSE. ALSE Technician ma intains following/but not limited to government furnished equipment: Aircrew survival vests, flight clothing, radios, helmets, first aid kits, survival kits and related components. Custom fits Government furnished helmets for crewmembers in accordance wi th AR 95.1, Chapter 8. Qualification Requirements: Applicant must be a graduate of the U.S. Air Force C3AABR92230-000, U.S. Navy LSE C-602-2010 or U.S. Army 860-ASIQ2 Aviation Life Support Equipment Course. Hours of Operations: You shall provide operation of eight hours a day, five days a week. All work schedules must be approved by the Flight Detachment Commander or approved designated representative before execution. 1.6 FLIGHT OPERATIONS SPECIALIST. The purpose of this position is to maintaining flight records, conducting annual/semi annual closeouts of all (government and contractor) assigned aviators. Complying and submit monthly/quarterly flying hour reports. Projecting and submitting flying hour requirements for upcoming fiscal year(s). Developing, with guidance from the commander, flight operations officer and instructor pilot a weekly schedule and submit to GFR. Perform scheduling and coordination for required flights both in support of rota tions and during non-rotation periods. Maintains accurate mission briefs, including changes that result from change of mission briefs upon the completion/cancellation of each flight. Assist pilots in planning/preparation information for flights (i.e. wea ther information, percentage illumination information, etc.) 1.7 Work Hours Hours of Operations: Contractor shall provide operations as a minimum of eight hours a day. All work schedules must be approved by the Flight Detachment Commander or approved designated representative before execution. 1.8 Government Furnished Property and Services.
