- PRE-SOLICITATION NOTICE APPROXIMATE SOLICITATION ISSUE DATE: 24 February 2006. The 55th Contracting Squadron will be conducting the solicitation and award of a full and open competition, non-personal services, firm-fixed price, follow-on contract for operations and maintenance services for the Air Force Weather Agency (AFWA) Solar Observatory at San Vito, Italy. The Government anticipates issuing a Request for Proposal (RFP) for a three-month transition period (if required), and a contract for the base year and four one-year option periods. The transition period (if required) is anticipated to begin 1 July 2006 or 1 October 2006, subject to availability of funds. Following the transition period (if required), the base year is anticipated to begin 1 October 2006 or 1 January 2007. If no transition period is required, the base year is anticipated to begin 1 October 2006. This requirement is for operation and maintenance of all solar observatory equipment at San Vito, Italy. A description of the primary tasks to be performed by the contractor follows. Provide solar optical and radio observations, analyses, and reports using the Solar Observing Optical Network (SOON) telescope (AN/FMQ-7), Radio Solar Telescope Network (RSTN) telescope (AN/FRR-95), and their associated computer subsystems. Conduct integrated, continuous (weather permitting) optical and radio solar observations. Operate and maintain solar ionospheric sounding equipment. Perform preventative, scheduled, and unscheduled maintenance of all equipment. Manage and supervise the observing, analysis, reporting, communications, and maintenance functions. Provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide solar observation, digital ionospheric soundings and maintenance services, except for specified Government Furnished Property and Services. Act as the on-site supplier of services to the Foreign Broadcast Information Service (FBIS) in accordance with the existing support agreement between the Air Force Weather Agency (AFWA) and FBIS. Monitor the system performance of the Digital Ionospheric Sounding System (DISS) (AN/FMQ-12) to ensure system output. A pre-proposal conference and site visit is scheduled to be held at San Vito, Italy, on Wednesday, 8 March 2006. Interested parties must register to attend the conference by sending an e-mail to laurie.techmeier@offutt.af.mil not later than 22 February 2006. Attendance is limited to two persons per firm. This acquisition will be conducted using non-commercial procedures and negotiated procedures per FAR Part 15. The RFP and all associated documents, when issued, will be posted on the required government wide point of entry. No solicitation is available at this time. Hard copies of the solicitation will not be issued.
