Description
The VAPAHCS/A&MMS intends of issuing a purchase order, not-to-exceed $24,999.00 to a vendor to perform non-personal services and provide activation coordination services for several renovation projects, moves and activation of healthcare units within the VAPAHCS. The period of performance is March 1 2006 through September 30, 2006. The vendor will be responsible for the planning development and coordination of resource requiremetns for a variety of major construction projects, moves, and activations of medical units within VAPAHCS. The services will require an in-depth analysis of the additional and replacement needs to facilitate timely activation of these projects. Description of the work: Vendor will provide expert technical analysis of equipment planning based on a working knowledge of the VA policies and procedures for the planning, development and execution of approved equipment, furnishings, and supply requirements for a variety of major constructions projects, moves, and activations of new hospital units. Vendor will provide cost estimates considering inflation, changesin technology and so forth for project scheduled for out years. Vendor will attend meetings of the activation committee, meet with department chiefs or program officials to discuss resource requirements as well as work closely with the facility planner on timing of activation projects. Vendor will develop a timeline for completion of equipment needs; submit those requirements to facility equipment committee for approval and processing. Vendor will also develop a move in, move out plan for local move team and recommendations based on past experience whether to contracct for moves or maintain in-house capability. Lastly, when time is available contractor will provide necessary training to Chief, Material Management and Supply Management trainee of fundamentals, technicial requirements, and basic planning guidelines for project activations within VHA. The only unusual circumstance that would affect the cost of doing business is if the schedule for planned projects changes and contractor may have to drop one project and put in unscheduled time to complete the changed project. Projects are scheduled in several locations where the contractor would have to be present to meet staff, attend meetings, and visit site to ascertain legitimacy of requiremenets. Vendor will be located in Building Six (6) of the Palo alto division. Vendor will maintain an office for completing resource listings but will be required to attend meeting at other divisions when necessary. The equipment furnishings and supply listing should be developed with estimated cost, in time for budgeting which usually is six (6) months before the project begins, estimated activation costs for outlying years should be submitted at lease one year in advance of projects completion but no later than six (6) months prior to completion. The VAPAHCS will provide all necessary space equipment including PC, Office supplies, menu options to DHCP and remote entry access for the contractor to enhance timeliness of equipment submittals including Outlook access, A&MMS will process background investigation. All completed documents will be inspected for accuracy and acceptability by the Chief A&MMS, euqipment listings will move forward to the facility equipment committee upon acceptance by the Chief A&MMS or returned for further work as needed.
