- PRESOLICITATION NOTICE This requirement is to provide external, independent technical reviews and evaluation services in support of the U.S. Department of Energy, Office of Civilian Radioactive Waste Management. The Department of Energy (DOE) Office of Civilian Radioactive Waste Management (OCRWM) is working to complete an application for a license to construct a repository for spent nuclear fuel and high-level radioactive waste at Yucca Mountain, located in Nevada. Recent activities have focused on strengthening technical defensibility through simplification of the repository design and ensuring readiness to submit the license application. There are multiple regulatory and oversight groups that closely follow the OCRWM Program, including the Nuclear Regulatory Commission, Nuclear Waste Technical Review Board, branches of the National Academy of Sciences, and others. The interfaces with these groups provide valuable ideas and perspectives that are important to the overall acceptance and credibility of the Program. There is a need for additional independent technical evaluation of Program activities. Additionally, OCRWM has announced a new approach to development of a repository at Yucca Mountain that will simplify waste handling and disposal by reducing fuel handling at the repository site. As this plan is developed, OCRWM will subject the conceptual and design work for independent, external technical review. Under this effort, the contractor will be required to provide external, independent technical experts to review and evaluate various aspects of the OCRWM Program. Technical experts will be expected to provide a range of services, including evaluating conceptual and design work, reviewing scientific data, reviewing lead laboratory activities, and assessing other OCRWM scientific and engineering work. The North American Industry Classification System code is 541990 with a size standard of $6M. The solicitation will be available through the Industry Interactive Procurement System (IIPS) on or about March 9, 2006. You may register and access the IIPS system at http://e-center.doe.gov. This solicitation will be issued electronically in accordance with FAR 4.500 and 5.102(a)(1), therefore, hard copies will not be provided. There will not be any printed or hard copies of the solicitation mailed. Additionally, most public libraries have resources available to electronically access and download the solicitation. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a complete bidders list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same.
