Description
The Environmental Protection Agency (EPA), Office of Air and Radiation; Office of Transportation and Air Quality; Assessment and Standards Division, is responsible for the collection, organization and analysis of emission data from mobile sources of all types. Pollutants of interest include the criteria pollutants CO, HC, Nox, and PM, as well as mobile-source air toxics (MSATS). Due to the nature of changing regulations, aging of the fleet, introduction of new vehicle technologies, changing driving behaviors, and increased levels of congestion it is necessary to continually be measuring emission levels and activities. The EPA?s has a need to provide the Assessment and Standards Division with technical support to obtain representative and random sampling of emissions and vehicle activity from the United States on-road and non-road vehicle fleet as the vehicles are used in real-world operation. The contractor shall provide all personnel, materials, services, equipment and facilities necessary to perform the tasks identified in the statement of work. The tasks in the statement of the work are as follows 1) Literature review and analyses; 2) Develop comprehensive sampling plans and methodology; 3) Data collection; 4) Deliver quality assurance and controlled (QA/QC) and formatted data; 5) Mobile source emission factor and inventory model support analysis; and 6) Meeting support. The Government anticipates the award of a cost plus fixed fee, level-of-effort ( LOE) type contract with a twelve month term and four twelve month options. The base level of effort will consist of 2,610 hours. In addition, options will be included to increase the level of effort by up to 5,300 direct labor hours during each period. The solicitation is subject to full and open competition, all responsible offerors may submit a proposal. The North American Industry Classification System (NAICS) code is 541710. Copies of the solicitation will be available to all offerors on the Internet. Offerors should visit EPA?s Home Page (http://www.epa.gov/oam/cinn_cmd) for continuous update of RFP?s status. It is anticipated the solicitation will be available in mid- March. Note 26 applies.
