Description
The Naval Facilities (NAVFAC) Washington Contracting Office, Washington Navy Yard, Washington, DC 20374-5018 has a requirement for development of a Land Use Compatibility Strategy beyond traditional Department of Defense (DoD) compatibility zones. Land use, near government installations, adjacent to or beneath operating areas, test/training areas, and training routes, has resulted in conflicts between military operations and local communities. The DoD needs a proactive strategy including land use compatibility guidelines for Installation and Operational Commanders to work with local governments and other government agencies to address growth in the vicinity of bases and operating areas. The objective is to provide a Final Report that will: identify Installation and Operational Commanders concerns about land use development adjacent to or near government bases and installations. The contractor shall develop broad land use compatibility guidelines addressing specific encroachment factors (e.g. aircraft noise outside DNL 65; blast noise outside CDNL 62; light emissions; pollution, growth). The Land Use Inter-Service Working Group (LU-IWG) shall provide technical direction for this study, and will identify fifty (50) installations including ranges in CONUS and Hawaii/Alaska to participate in a detailed land use compatibility survey questionnaire. Based on the results of the survey, the Contractor shall conduct an on-site survey at (10) installations/ranges. The contractor shall investigate Federal and State government community planning programs and practices that influence land use decisions and regulations at the local level that could affect readiness of military installations. The Government will award a contract to the responsible offeror whose offer conforming to the solicitation is considered best value to the Government, price and other factors considered. The evaluation factors are (1) technical capability, (2) past performance, (3) and prices. Factors 1 and 2 are weighted equal, and more important than 3 in determining the best value to the government, per FAR 15.304. The solicitation is issued on a fixed-price, unrestricted basis. All interested parties may submit an offer. The estimated period of performance for the effort and delivery of the Final Report is 455 days.
