Description
Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and issue a sole source Firm Fixed Price contract for fiscal years 2006 and 2007 with Harco Laboratories, Incorporated. This effort is to upgrade the Electronic Airspeed-Altitude Sensor/ Mode Selector (EAAS/MS). The EAAS/MS determines the mode of ejection for the SJU-13/A-14/A, and 4/A ejection seats in the T/AV-8B aircraft. The ejection seat is the primary means of aircrew escape from disabled aircraft. It is the Governments intention to procure non-recurring developmental costs as well as two production options (initial production lot for aircraft evaluation and full procurement production lot). The contract will entail the design, development, test and evaluation of a microprocessor upgrade for the EAAS/MS to resolve issues noted by the squadrons. The FY06 and FY07 years will also include: engineering support, updates to the system specification, the development and manufacturing of upgraded prototypes, and conducting demonstration testing. Other requirements will be the management of updates to configuration control, integrated logistics, systems safety, reliability, maintainability, quality assurance and other technical data. This contract is to be issued under the statutory authority 10 U.S.C. 2304 (c), (1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. The Naval Air Warfare Center Aircraft Division, Aircraft Support Contracts Department, shall consider responses. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
