Description

The National Park Service seeks qualified firms/contractors to conduct marbled murrelet and northern spotted owl surveys in the Lost Man Creek watershed at Redwood National Park (RNP), three miles north of Orick in Humboldt County, California. Approximately 2500 acres need to be surveyed to determine presence and occupancy of marbled murrelets and northern spotted owls within the proposed work sites. The vegetation is primarily second growth Redwood-Douglas fir forest with scattered residual old growth Redwood and Douglas fir trees. The survey data will be used in consultations with the U.S. Fish and Wildlife Service (USFWS) to determine possible effects of noise generated by watershed restoration/road removal projects on marbled murrelets and northern spotted owls. The marbled murrelet surveys will be conducted as specified in "Methods for Surveying for Marbled Murrelets in Forests: A Protocol for Land Management and Research", revised 2003. The northern spotted owl surveys will be conducted as specified in "Protocol for Surveying Proposed Management Activities that May Impact Northern Spotted Owls" (USFWS 1992) with modifications of the protocol relative to barred owl (Strix varia) detections. The Government intends to award one purchase order for the 2006 breeding season with an option to extend the contract to include the 2007 breeding season to resurvey the same areas. The following criteria, listed in order of importance will be used in the selection of qualified firms: (1) Past performance; (2) marbled murrelet survey experience; (3) and price. This will be a firm fixed price contract, set aside for small business.
