Description
By way of this Notice, and in accordance with FAR 6.203-1, The Chicago District U. S. Army Corps of Engineers announces its intentions to award a Sole Source, Firm Fixed-Price contract for Technical Consulting Services for Electrical Safety Analysis to Underwriters Laboratories (UL) of 1285 Walt Whitman Road, Melville, NY 11747-3081. UL has extensive background and expertise in electrical safety testing and certification. They have tested products for public safety for more than a century and uphold the undisputed reputation as the leader in product-safety testing in the United States. Dr. Walter Skuggevig, the proposed lead from UL on this initiative, has been with UL for over 40 years and is a subject matter expert in the field of electrical safety . Dr. J. Patrick Reilly, who would also be involved on this project, authored a book with contributions from Dr. Skuggevig titled Applied Bioelectricity: from Electrical Stimulation to Electropathology which discusses the human health effects resulting fro m electric stimulation including electrical principles of nerve and muscle function, electrical properties of the heart, cardiac sensitivity to electrical stimulation, sensory responses to electrical stimulation, skeletal muscle response to electrical stim ulation, stimulation via electric and magnetic fields, high voltage and high-current injuries, and related safety standards. Dr. Reilly and Dr. Skuggevigs superior knowledge of the effects of, and the standards for human exposure to electromagnetic field s and electric current are essential to the success of this project. If this agency were to contract these services from another source, the new source would have to expend numerous years and dollars researching and reviewing data to acquaint itself with human health effects resulting from electric stimulation including electrical principles of nerve and muscle function, electrical properties of the heart, cardiac sensitivity to electrical stimulation, sensory responses to electrical stimulation, skeletal muscle response to electrical stimulation, stimulation via electric and magnetic fields, high voltage and high-current injuries, and related safety standards. The proposed contract performance period is for approximately 5 months. It is anticipated that t he resultant contract will be firm-fixed-price. This notice is NOT a Request for Proposals, therefore, NO solicitation documents will be issued.
