Description
In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI) plans to procure on a sole source basis, services regarding Review and Evaluation of Potentially Reduced Exposure Products (PREPS) Surveillance with the Center for Survey Research, University of Massachusetts-Boston, 100 Morrissey Blvd., Boston, MA 02125. The North American Industry Classification System code is 541710 and the business size standard is $500 employees. The supplies and services herein are being procured in accordance with the simplified acquisition procedures stated in FAR Part 13. Potentially Reduced Exposure Products (PREPs) are tobacco products that are purported to be less harmful. The public health community, having experienced a similar situation with the introduction of ?light? cigarettes, wants to respond quickly and appropriately to the introduction of this new class of cigarettes. One great need in forming a quick and appropriate response is surveillance data and information about the public?s reaction to these new products. The University of Massachusetts-Boston shall review and evaluate existing data sources for public health surveillance of risk perception and use related to PREPS, review existing survey instruments, and perform sequential rounds of cognitive tests on a set of core questions to cover the areas of surveillance and consumer perception and interest in PREPS. The Center for Survey Research at the University of Massachusetts-Boston has sponsored and co-chaired workshops addressing the need for surveillance activities related to introduction of potentially reduced exposure products and their potential impact on public health. The Center for Survey Research is a complete survey research facility with the staff and resources to carry out all phases of the survey research process and the ability to provide technical expertise on study design and sampling, evaluation of survey questions, quality control in data collection, and analysis of data. The Center conducts basic and applied research that contributes to knowledge and understanding of important social issues, and supports regional public and private agencies in carrying out high-quality policy-research projects. The Center also conducts research on and has expertise in quality assurance and survey processes. Thus, they are in a unique position to advise NCI on the quality of existing tobacco surveys and opportunities for developing new questions. The Center utilizes both personal and mainframe computers and a wide array of database management and statistical analysis software. The professional staff is experienced in producing reports of varied types, including press releases, executive summaries and major scholarly monographs. Moreover, the Center has unique experience related to the study of survey question evaluation and testing. The Center for Survey Research at the University of Massachusetts-Boston is the only source known to the NCI that can provide the aforementioned services. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM on February 15, 2006. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
