Description
The Centers for Medicare & Medicaid Services (CMS) intends to award a contract for a feasibility test concerning the transport of certain Medicare claims data information into personal health records (PHR). This is a first step toward allowing and encouraging Medicare beneficiaries to engage directly in their own medical care through ready access to their medical information. The purpose of the contract is to test the feasibility of populating PHRs with Medicare claims data; to assess options for exchanging data between CMS systems and PHR tools; to evaluate data content and functionality of PHRs specific to Medicare beneficiaries; and to understand the current PHR environment with respect to best practices for security and privacy issues. The successful offeror must have current access to Medicare Part B claims data through one or more Medicare systems such as the Common Working File system. In addition, it must have an existing PHR tool in full production and use and the ability to move a minimum number of Medicare claims into the PHR tool from a CMS claims system. The successful offeror will be required to conduct a feasibility analysis to determine the best approach for moving data between the selected Medicare system to the PHR; carry out the data movement plan, translating claims data into a format that is usable to the PHR and ensuring and demonstrating to CMS that data are accurately transmitted into each beneficiary?s PHR; provide access to a secure site for the CMS project officer to review and assess the tool, the data, and the views; and develop a final report to CMS including the test results, issues to be resolved, and recommendations for PHR data exchanges. This procurement is a full-and-open competition. CMS reserves the right to make more than one award. The contract type will be cost-plus-fixed-fee. The period of performance will be 12 months from the date of award of the contract. A formal solicitation package will be available on or about March 1, 2006.
