Description
ID PFH 22-1 (10), CASCADE WARM LAKE ROAD, Boise National Forest, Valley County, Idaho. THIS SOLICITATION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit their information by e-mail to contracts@mail.wfl.fhwa.dot.gov or by fax to 360.619.7932 for receipt by 5:00 pm local time on July 13, 2005. (NOTE: Should your HUBZone firm fail to respond by this deadline, you may still submit a bid/offer.) Your submission must include the following: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) your date of HUBZone small business certification; (c) a statement of your bonding capability, including both single and aggregate totals; and (d) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity. This agency will NOT contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. A decision on whether this project will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. THIS WORK CONSISTS OF 38.71 km of surveying, centerline reestablishment, vertical alignment design, clearing, curbing and down drain removal, subexcavation and underdrains, bridge guardrail demolition and replacement, minor realignment, asphalt pavement recycling, curbing, resurfacing, signing, and pavement marking. THE PROJECT INCLUDES construction survey and staking; contractor quality control and assurance; contractor sampling and testing; construction schedules; 3,705 m Silt fence; 60 each straw bales; 1,000 m3 watering for dust control; 2.5 ha Clearing & Grubbing; 5.5 ha Clearing; 35 each demolition and removal of inlets; 7,025 m removal of curb, asphalt, and concrete; 36,000 t Excavation & Embankment; 13,500 m3 Subexcavation; 39,000 m2 Earthwork Geotextiles; 5,350 m riprap (Ditch class 2); 12,500 t Roadway aggregate (method 1); 152,000 m2 Recycled aggregate base (100 mm depth); 35,500 t Superpave Hot Asphalt Concrete pavement; 350 t Mineral Filler; 175 t Asphalt Prime Coat; 1,875 t Blotter; 105 t Asphalt Tack Coat; 500 m2 Asphalt Pavement Milling; 70 m Bridge railing Steel; 290 m Pipe Culverts; 17 each inlets; 3,295 m Standard Underdrain, Geocomposite, Underdrain, and Outlet Pipe; 75 m Paved Culverts, 2,500 m Concrete precast curb; 100 m Guardrail; 25 m Structural Transition Railing; 50 slry Seeding and Mulching; 55 m2 Permanent Traffic control devices; 1,000 each Delineator; 134,500 m Permanent Pavement Markings; 5,000 flagger hours; 500 hours pilot car; and other smaller items of work. PROJECT IS LOCATED approximately 5 km northeast of Cascade, Idaho. Work shall be completed by October 30, 2006. Estimated PRICE RANGE is between $1,000,000.00 and $5,000,000.00. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. The DOT Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
