- (i) This is a Combined Synopsis/Solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will NOT be issued. This combined synopsis/solicitation will result in a firm fixed price commercial supply contract. Simplified procurement procedures will be used per Federal Acquisition Regulation (FAR) Part 13. (ii) This combined synopsis/solicitation request for quotation (RFQ), APWSAVFC-0013-6, is issued as total small business set-aside. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-07. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text (iv) The NAICS code is 339113 and size standard is 500 employees. (v) This combined synopsis/solicitation contains 4 contract line item numbers (CLIN): CLIN 0001, for the purchase of 53 Aircraft pilot helmets, CLIN 0002: 28 military style nylon helmet bags with padded sides, approximate size 18 inches wide and 20 inches tall, CLIN 0003: Purchase of 69 white skull caps, size: large, CLIN 0004: leather microphone windscreen covers, Qty 72. The Government may award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the lowest priced technically acceptable offer to the Government. Offeror to provide pricing on CLIN 0001 through CLIN 0004 in accordance with section (vi) of this combined synopsis. (vi) The minimum requirements/specifications for CLIN 0001 are as follows: The helmets shall be SPH-5, brand name or equal, with duel visor (lens: inner amber, outer dark), Electret (brand name or equal) Microphone, wire boom & 14? cord; ANR kit 300 ohm with auto shut-off battery pac; ANR Cord TP120 helo coiled same side panel and a cord adapter from TP120 to P5568 straight 12 inches. Sizes of helmets required will be Qty: 10 Regular, 34 X-Large and 9 2X-Large. Salient characteristics are: Graphion (brand name or equal) composite shell made of graphite and ballistic nylon, lightweight, Pre-formed thermoplastic liner, chin strap with D-Ring and snaps (300 pound pull strength), Sound Attenuation 24 db at 1,000 Hz, 43 dB at 4,000 Hz, and Impact Deceleration: Crown: 300g at 17.5 fps earcup: 175g at 19.6 fps (vii) Deliverables and acceptance of deliverables will be FOB destination, USDA, APHIS Wildlife Services/ National aviation program training center/ 2280 West Aviation Way / Cedar City, UT 84720. (viii) The following FAR provisions and clauses are incorporated by reference and can be found in full text at www.arnet.gov/far: 52.212-1 Instructions to Offerors - Commercial Items. (ix) 52.212-2 Evaluation--Commercial Items; where the following text shall be added to paragraph (a) of the provision: The following factors shall be used to evaluate offers: technical capability, past performance and price. The following technical factors shall be used to evaluate offers: delivery time and packaging. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. Additional guidance on price is provided under 52.212-1 section (g). (x) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. (xi) The clause at 52.212-4, Contract Terms and Conditions?Commercial Items applies to this acquisition as do the addenda attachments. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
