Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This acquisition is being conducted with commercial procedures as outlined at FAR 12. Solicitation number H92240-06-T-GM09 is issued as a request for quotation. (RFQ) The resulting contract will be firm fixed price. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-8. Note # 1 applies. Closing time is 1:00 PM Pacific Standard Time Technical POC: Chief Bruce Holmes (619) 437-5153 phone holmesbf@nswg1.navy.mil All potential offerors must be Central Contractor Registered. (CCR) Anticipated contract period: The last week of February 2006 thru the last week of September 2006. All classes must be scheduled and completed within this time frame. Offerors must submit a schedule of classes with their quote that is within the above specified time frame. Offerors must provide all training sites. Training sites must be characterized by high (minimum of 4,000 feet above sea level) desert terrain. A map of the training sites must be submitted with the quote. Offerors must provide course material and training material. The materials provided for conduct of the course and the material provided to the students must be permanently issued to the students. Responses must include a list of all course and training material. Offerors must provide a classroom with HVAC suitable for twenty-four (24) students. Offerors must have experience in developing and executing off-road HMMWV driver training, tactical employment training and tactical vehicle consultation. In accordance with FAR 52.212-2 Evaluation- Commercial Items (Jan 1999) award will be made based on technical capability, past performance and price. These evaluation factors have equal importance. For past performance evaluation; provide at least three (3) references of sources that you have provided specified materials and/or service(s). The government will provide student berthing/lodging, meals, training vehicles, vehicle maintenance support, fuel and all repair and maintenance materials. Description: CLIN 0001 Tactical Vehicle Operators Course This course of instruction prepares operators for mounted patrolling in open desert terrain. Offerors must address at a minimum 1. Advanced navigation training 2. Mechanical systems training 3. Obstacle negotiation 4. Brake throttle-modulation 5. Sand dunes and other types of obstacles. Training must include driving with night vision goggles and field maintenance. Training must be completed in no less than 40 hours but no more than 56 hours in five (5) consecutive calendar days. Offerors must quote pricing for five (5) classes of twenty-four (24) students Total One Hundred Twenty (120) students CLIN 0002 Advanced Tactical Vehicle Operator Course Using the skills developed in the first course of instruction, offerors must provide further hands on practical exercises on increasingly difficult terrain. Quotes must include tactical vehicle recovery.
