Description

This is a Sources Sought Synopsis. This amends the previous announcement of a Presolicitation Notice. Note 22 also applies: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The FISC Norfolk, Contracting Department, Philadelphia Division intends to solicit on a sole source basis with Dynamics Research Corp. to obtain software development and maintenance to continue support for the Graduate Medical Education (GME) systems at the current level and provide new, similar support services to the other departments to increase automation of functions across the departments for the Naval Medical Education and Training Command (NMETC) in Bethesda, MD. The services to be provided will consist of software development and maintenance to continue support for the GME systems at the current level and provide new, similar support services to the other departments to increase automation of functions across the departments. Once the new development portion of the contract is performed, contract support will revert to a maintenance function only. Existing infrastructure and previously developed software are to be used in the development effort. The solicitation will result in a Fixed Price contract. There will be a base period of one (1) year and four (4), one (1) year option periods. Period of performance will begin 1 April 2006.
