Description
The National Institutes of Health, National Eye Institute, intends to award a sole-source fixed-price purchase order to Dr. Benjamin Rubin of Potomac, Maryland. The Ordering Office is in need of a comprehensive Ophthalmologist and has identified Dr. Rubin to be the only known source to meet the subject requirement. Dr. Rubin worked under a professional service contract here at the National Institutes of Health, Consult Services Section, that expired in December 2005. Continuity of care is important for both the patient and the referring physicians. 1. The Contractor shall perform ophthalmology consultations principally at the Clinical Center OP 10 eye clinic and on the inpatient floors in an expedient fashion and establish a diagnosis and treatment plan with the protocol?s principal investigator. 2. The Contractor shall interpret advanced diagnostic testing, including optical coherence tomography, fluorescein angiography, and automated visual fields that are necessary to provide accurate diagnosis to the complex patients seen on the consult service. 3. The Contractor shall communicate with the Consult Service Section Chief on complex issues and consult and co-manage patients with complicated ophthalmic diseases with other subspecialty ophthalmologists on staff at the NEI. 4. The Contractor shall maintain continuing education requirements according to the American Board of Ophthalmology, maintenance of certificate and state board requirements and keep abreast of new developments in ophthalmic knowledge and diagnostic technology to provide the highest quality of care. 5. The Contractor shall communicate with referring physicians and primary care team health care providers on frequent basis, completing required study documentation as needed. 6. The Contractor shall provide detailed explanations of ophthalmic diseases and the specialized technologies employed to benefit the diagnosis and treatment of patients seen on the consult services. 7. The Contractor shall participate in quality assurance and staff meetings to maintain a high standard of patient care at the NEI. 8. The Contractor shall participate in the mentoring and education of residents and fellows to maintain the teaching atmosphere at the NIH and encourage career development in clinical eye research. 9. The Contractor shall attend rounds, clinical conferences and group discussions as an active member of the NEI physician staff. 10. The Contractor shall have at least 5-7 years experience and familiarity with the National Eye Institute (NEI) in the Ophthalmic Genetics and Clinical Services Branch. 11. The Contractor shall have fellowship training in Ocular Immunology and Uveitis. 12. The Period of Performance shall be February 1, 2006 through February 1, 2007.
