- NASA/GSFC plans to issue a Draft Request for Proposal (RFP) for the Mechanical Systems Engineering Services II/B (MSES II/B)procurement. The MSES II/B Statement of Work (SOW) will include all aspects of mechanical systems, excluding materials laboratory testing. In addition, the SOW includes, but is not limited to, pre-formulation and formulation, mission and instrument systems engineering, optical and detector engineering, launch and post-launch operations engineering, cryogenics and fluids engineering, research and technology services for thermal control systems, optics and opto-mechanical systems, cryogenics and fluids, and coatings and film technologies. This competitive procurement will result in a Cost-Plus-Award-Fee (CPAF), Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 500 Employees, respectively. The anticipated release date of the Draft RFP is on or about February 28, 2006 with an anticipated due date for comments on or about March 15, 2006. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
