Description
Furnish mowing and trimming services for parks/areas under the jurisdiction of Beaver and Table Rock Project Offices for the period of 1 April 2006 or date of award, whichever is later, through 31 March 2007 with options to extend through 2011. The USACE Little Rock District intends to initiate a negotiated, best value, Request for Proposal (RFP). It is anticipated to be a Firm-Fixed-Price Indefinate-Delevery Indefinate-Quantity (IDIQ) Contract. Specific Tasks include but are not limited to furnish ing all necessary inspection, supplies, materials, equipment, and transportation to perform mowing, bush-hogging, and trimming services at parks/areas in and around Beaver and Table Rock Lakes. The NAICS code is 561730 with a size standard of $6,000,000.0 0. Solicitation will be posted on www.fedbizopps.gov and www.fedteds.gov on the issue date, on or about 7 February 2006, offers will be due on or about 6 March 2006. Offerors are requested to register in order to receive notice of any changes. The solic itation will not be available in paper format; however, the Government reserves the right to revert to paper medium when determined to be in the Governments best interest. All documents required for the offer submittal, including amendments to the offer s ubmittal, shall be in paper medium. Electronic medium for submittal of offer will not be allowed. BASIS OF AWARD  Subject to the terms and conditions contained in the solicitation, award can be made to a single Offeror or separate Offerors for Schedules A, B & C. To be considered acceptable, each Offeror shall specifically address each of the evaluat ion factors. Sufficient detail should be provided to allow for an adequate review of the proposal. The proposal must show clearly that the Offeror has an understanding of the working tasks required and has the capability and responsibility to accomplish the work in a timely fashion. No proposal will be accepted that does not contain clear and concise evidence of the Offerors ability to provide work in accordance with this solicitation. (a) All evaluation factors other than cost/price, when combined, are approximately equal to cost/price. (b) The government will evaluate each proposal strictly in Accordance with its content and will not assume that performance will include areas not specified in the Offerors proposal. The Government is not responsible for information overlooked during evaluation, which is not located in the appropriate proposals section. To ensure that evaluation credit is appropriately received for proposal material submitted, do not incorporate by reference documents not contained i n the proposal. References to other sections of the proposal shall be by specific paragraph number (and name, if applicable), page number and section. (c) Award(s) will be made to the Offeror(s) whose offer will be most advantageous to the Government, co nsidering the evaluation factors included in the solicitation. Offerors are cautioned that in the event proposals are found to be substantially equal, price shall govern in selection of award. (d) All Offerors are advised that the Government intends to e valuate proposals and award this contract without discussions with Offerors -other than a request for clarifications for the sole purpose of eliminating minor irregularities, informalities, or apparent clerical mistakes in the proposal. However, the Gover nment reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary at which time discussions will be conducted with all Offerors determined to be in the competitive range. Therefore, each initial offer should co ntain the Offerors best terms from a cost or price and technical standpoint. Do not assume you will be contacted or afforded an opportunity to clarify, discuss, or revise your proposal. (e) Any resultant contract(s) will be based on the Request for Propo sal documents including amendments, and contractor's cos t/price and management/technical proposals. After award, the Contracting Officer must approve any proposed changes to the contractors technical proposal.
