- Construct a vehicle maintenance facility to include maintenance shop, storage areas, oil and paint storage buildings, scheduled maintenance facilities, sentry station, and hardstand. Installation of intrusion detections system (IDS) for arms room. Supporting facilities include utilities; electric service; fire protection, sprinklers and alarm system; security fencing and lighting; paving, walks, curbs and gutters; storm drainage; access roads with clear zone and gates; information systems; and site improvements. Access drives and extensions included. Heating will be provided by self-contained gas-fired units. Radiant heat will be provided in maintenance bay areas. Air conditioning (administrative space and special environmental areas) will be pro vided self-contained unit (100 tons). Support facilities costs are higher than normal due to significant demolition costs and major replacement of site utilities. Anti-terrorism/force protection (AT/FP) will be provided by building construction features, and site measures. The North American Industrial Classification System (NAISC) code applicable to this project is 236220, which corresponds to SIC 1542. The Small Business Size Standard is $28.5 Million. This will be an UNRESTRICTED solicitation, the so licitation number for this project is W9126G-06-R-0025. The solicitation is tentatively scheduled to be issued on or about February 10, 2006, with proposals due on or about March 14, 2006 (unless otherwise stated in the solicitation). The construction pro ject price range is $10,000,000 to $25,000,000. Proposals from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The contract award will be based on Best Value to the Government, w hich may or may not result in accepting the lowest-priced offer. To determine best value, the Governments proposal evaluation will consist of but not be limited to evaluation of the offerors technical and management capabilities as well as price.
