- NOTICE OF INTENT TO AWARD - On behalf of the U.S. Army Research Institute and in accordance with FAR subpart 6.3, the Contracting Center of Excellence intends to award a purchase order (under the simplified acquisition threshold) on a sole source bas is to Ms. Winnie Young of Alexandria. VA to provide limited consultative services to help ARI personnel orgainze, consolidate and plan database management activities. Contractor will process and archive Enlisted Master File (EMF), Defense Manpower Data Cn eter (DMDC) Cohort Files, and U.S. Military Entrance Processing Command (MEPCOM) Integrated Resource System (MIRS) data files. The contractor, incoordination with ARI COR , will identify a limited number of such files for conversion from data tape to CD-R OM and for archiving, and will accomplish the conversion and the archiving for these files. These will primarily be FY2006 files. Ms. Young has unique expertise based on previous work updating these databases, as well as converting the original computer programs for building/updating these datasets from mainframe (PL-I) to PC (PC-SAS) environments and her experience with the Army records.
