- SPAWARSYSCEN Charleston desires to engage in a contractual relationship with an organization that demonstrates the ability to evaluate and test new and emerging technologies to determine the potential for transfer to assist the Navy in achieving both existing and future objectives. The contractor must be able to determine the feasibility and suitability of these technologies for satisfying joint military, coalition, and other Government agency requirements. These projects can include collaborative efforts with other Government, commercial and foreign entities. The Government requires a contractor with a unique set of background knowledge, vision, technical, and project management skills to assist in the research, development, evaluation and testing of these new technologies. The contractor must be able to support both unclassified and classified projects, and must have personnel with current Single Scope Background Investigation (SSBIs) in place prior to contract award. The contractor must be immediately available to support on-going development and testing at time of award. Primary contract performance location will be Charleston, SC, Pensacola, FL and other locations identified in individual task orders. The contractor will be required to maintain a TOP SECRET/SCI security clearance during performance of this contract. The contract will be a 100% Small Business Set-Aside, Indefinite Delivery, Indefinite Quantity, Performance Based, Cost Plus Fixed Fee type contract with Completion and Level of Effort type task orders. The contract will be issued for a base year with four one-year option periods. The Government intends to make a single award to the acceptable offeror whose total offer on all items is most advantageous to the Government considering price, past performance, corporate experience, and technical factors. A portion of this work was previously completed under contract N65236-97-D-7808 to TechSoft, Inc. The Government has posted a draft Statement of Work related to this planned procurement below. The Government may be updating its document prior to formal release of the RFP. All comments concerning the draft document are to be provided in writing to the attention of Jennifer Kelley, Code 0217JK, fax (843)218-5963 or via e-mail at jennifer.kelley@navy.mil. The anticipated award date of the subject solicitation is scheduled for 01 March 2006. The solicitation and any documents related to this procurement will be available over the Internet on or about 05 December 2005 at the following SPAWARSYSCEN Charleston WEBSITE address: http://www- chas.spawar.navy.mil. It is the offeror's responsibility to monitor this site for the release of the solicitation and frequently monitor for amendments (if any) and/or updates to any and all related documents. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). No paper distribution of these documents will be provided. All responsible small business sources may submit a proposal, which shall be considered by the agency in response to this solicitation.
