- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/ ). The RFQ number is N00140-06-Q-1060. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-08 and DFARS Change Notice 20060123. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://www.arnet.gov.far/ and http://www.acq.osd.mil/dp/dars/dfars/. The NAICS code is 721110 and the Small Business Standard is $6.5M. The requirement is to provide conference facilities, lodging and meals for approximately 85 people. The conference is scheduled for January 30-31, 2006 for the U.S. Joint Forces Command Senior Leaders. The FISC Norfolk Contracting Philadelphia, Philadelphia Office requests responses from qualified sources capable of providing: CLIN 0001 ? Lodging and conference support for approximately 85 attendees. Spouses will be handled separately and are not included in this number. Lodging requirements include one (1) guestroom check-in on 29 January 2006/check-out on 31 January 2006. This is for advance staff to work last minute administrative issues related to the conference. The remaining attendees will check-in on 30 January 2006/check-out on 31 January 2006. Conference support includes a total of six (6) conference rooms. The primary conference room shall have 11 rounds of 7, crescent seating. This primary conference room shall have dual screen projection, lectern with microphone and internet access with access to the conference room space requested for 7:00 AM on 30 January 2006. The r emaining conference rooms shall be breakout rooms. Two breakout rooms shall have seating for 4 rounds of 8. One breakout room shall have crescent style seating for 2 rounds of 7. This room is only required on 30 January 2006. All remaining conference rooms are required for both days. These 3 breakout rooms shall have a single projection system to include laptop, screen and projector. One breakout room shall have perimeter table seating for 20. Finally, one breakout room shall have boardroom seating for 10. CLIN 0002 ? Meals for attendees and their spouses, as necessary, to include a light lunch on 30 January 2006, a reception (cash bar) and seated dinner on 30 January 2006; a continental breakfast on 31 January 2006; and a light lunch on 31 January 2006. Reception shall be for up to 125 people and proceed the formal plated dinner. Dinner shall be for up to 125 people at rounds of 8. In addition, a 25? x 35? area is required for a 9-member band. Podium with amplified sound required for host remarks. Continental breakfast shall be for up to 85 attendees. Light lunch (roll-in deli) on both days shall also be for up to 85 attendees. The costs for dinner associated with the spouses of the attendees will be handled separate from this requirement; CLIN 0003 ? incidental expenses to include photocopying and AV support (i.e., lectern, phone lines, internet access, projection systems, Wi Fi). The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items including FAR 52.222-3, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, and FAR 52.232-33. Quoters are reminded to include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including DFARS 252.225-7036, DFARS 252.227-7015, DFARS 252.2 27-7037 and DFARS 252.232-7003. Quoters must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. Further, quoters are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a quotation. This announcement will close at 12:00 Noon EST on 26 January 2006. Oral communications are not acceptable in response to this notice. All quotes shall include price(s), a point of contact, name and phone number, GSA contract number, if applicable, CAGE Code, Tax ID number and business size. Each response must clearly indicate the capability of the quoter to meet all requirements.
