Description
The Naval Air Warfare Center Weapons Division intends to enter into negotiations on an other than full and open competition basis in accordance with FAR 6.302-1 to Crews, Luke L., Incorporated, Doing Business As (DBA) Advanced Technology Analysis and Computing (ATAC), 917D Inyokern Road, Ridgecrest, CA 93555 to provide performance based engineering services to maintain current PATRIOT Phase A and Phase B schedules. The PATRIOT Phase A effort requires production engineering technical support. The PATRIOT Phase B system engineering effort involves two major areas - technical and programmatic. Technical system engineering efforts include providing support for the design, development, and production of PATRIOT; integration design and testing; and all phases of development, integration, and production testing of Engineering Development Model (EDM) units and production units. Programmatic tasks include participating, coordinating, planning conferences and events with all development participants; preparing project documents; identifying required tasks; following up on action items; and assisting in the preparation of technical briefs and technical documentation required to support project events and meetings. The effort requires historical knowledge of past PATRIOT Phase A and Phase B engineering problems, specialized skills and knowledge of Radio Frequency (RF) systems, radar and data links, and knowledge of classified special purpose Maritime Surveillance and Airborne Surveillance. ATAC possess the unique qualifications to conduct this effort due in part to the highly technical, educational, and historical experience needed for this work and the absolute unique knowledge of the PATRIOT Phase A and Phase B programs. A Cost Plus Fixed Fee (CPFF) type contract is contemplated for a period of performance of one year plus two option years. The Level-of-Effort is estimated to be approximately 3,900 hours, including option hours. Award will be made on or about April 1, 2006. Any firms believing that they c an provide the required services may submit a written response to be received at the Contracting Office no later than 7 days after the date of publication of this notice. The firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and delivery of the product to the war fighter.
