Description
Army Combat Boot, Hot Weather, Quantity: Minimum 354,006; Maximum 1,443,144 with four term options. Opts 1-4-Minimum 265,506; Maximum 1,327,520. Boot, Hot Weather, Black Quantity: Minimum 6,552; Maximum 32,760 with four term options. Opts 1-4-Minimum 7,500; Maximum 37,500. Two unrestricted awards, based on best value evaluation, will be made at 55% and 45% accounting for 53% of the total quantities listed above. The total quantity for the Boot, HW Black will be included in the 55% unrestricted Line Item. Three Small Business set-aside awards, based on best value evaluation, will be made at 50%, 35% and 15% (The 15% Line Item will be a HubZone Set-Aside Line Item) accounting for 47% of the total quantities listed above. Contractors will be permitted to receive only one award. Destination: Contractor Bill & Hold Facility. Items to be manufactured in accordance with FQ/PD 06-10 (ACB, HW) & FQ/PD 04-05 (HW Black). Procurement will be issued on an unrestricted & set-aside basis and will be evaluated under Best Value procedures with the following evaluation factors; Product Demonstration Model, Experience/Past Performance, Bill & Hold, Industrial Mobilization (Surge), Socio-Economic Support, Javits-Wagner-O?Day Entity Support. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway (Gateway) at http://progate.daps.mil/home after February 20, 2006 (Estimated). From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles as the commodity center from which notices will be sent. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment?) impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
