- This sources sought is for information and planning purposes only, does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the U.S Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market research. This inquiry shall serve as an opportunity for Contractors to evidence their capabilities of providing armored panels to the specifications outlined below in an expedited timeframe for fleet deployment. Qualifications shall be based upon information that indicates Contractors who possess an existing capability for the fabrication and production of composite armored panels. Claims of existing technologies must be substantiated with test data. The USMC H-1 helicopter program, PMA-276, is seeking information from all sources to provide integrated composite armored panels and engineering services supporting installation of integrated ballistic panels on the AH-1W and other helicopters. The armor panel shall be capable of at least a V50 ballistic limit of 2,600 feet-per-second against 7.62x39mm projectiles (both ball and API) and 2,900 feet-per-second against 7.62x54mm projectiles (both ball and API). Areal densities for armored panels should not exceed six pounds per square foot. In addition, the integrated armored panels must be capable of being formed into curvatures that conform to existing aircraft panels. The integrated panels shall be designed to replace existing, unarmored panels. On site battle damage repair capabilities for the integrated armor panels are desired. Due to proximity of dynamic components minimal deflection of backing material is required. All replacement integrated armor panels must be capable of withstanding normal operating environments for H-1 aircraft. NAVAIR requests that companies respond by submitting 1) a summary outline of the performance specification of the proposed composite panels, 2) a Capability Statement indicating the current production capabilities, and 3) Test data to substantiate capabilities and any other information as determined by the vendor, limited to 20 printed pages. Additionally, respondents may provide contract numbers and descriptions, for similar type work and products, as evidence of production capabilities.
