- This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. The reference number is W81YYC6005F300. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-05 and DFARS DCN 20050726 Edition. All responsible sources shall submit a written proposal, which will be considered. E-mail or Facsimile submissions will also be accepted. The North American Industry Classification System (NAICS) code for the solicitation is 519190. The provision at 52.212-1, Instructions to Offerors - Commercial items, applies to this acquisition. Offerors shall provide a firm fixed-price offer. FAR 13.106-2, Evaluation of quotations or offerors The Government will award a contract resulting from this solicitation to the responsible offer whose offer conforming to the solicitation will provide the best value to the government. The government reserves the right to make award to other than the low bidder. Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Offerors shall include with the submission of their offer a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications of Commercial Items. Statement of Objective Objective: Provide an all encompassing on-line naval/maritime research database services for the Joint Analysis Center (JAC) located at RAF Molesworth, United Kingdom. JAC intelligence analysts need to conduct open source research on the Internet as an important and integral part of their duties. The information contained in the contract databases, and the results of any research, must be allowed to be transferred and posted to a central location for use by other JAC personnel, and other interested parties. Analyst transfers and postings would reside on government only classified wide area networks, such as the restricted access Secure Internet Protocol Router network and the Joint Worldwide Intelligence Communications System. Requirement: -twenty four (24) hour full and unlimited search and logins, web based access to complete naval/maritime specific research databases. -databases should contain open-source intelligence covering topic areas such as comprehensive naval projections, naval systems projections, missile systems, naval/maritime markets, country reports, comparative assessments, naval/maritime calendar of events, naval trends specific to ship builders and countries, and current news. -databases should contain focused open-source intelligence assessments on individual naval markets, addressing ongoing naval ship new construction and modernization projects of the world's major ocean-going navies, plus those projects likely to occur in the next 20 years. -databases should provide a textual description and history of naval missile developments, detailed technical specifications, multiple line drawings and pictures, identified user countries, and individual equipment suppliers. Period of Performance: -period of performance would be 1 base year with two option year period. Start date 1 April 2006 ? 31 March 2007, with two option periods of 1 April 2007 ? 31 March 2008 and 1 April 2008 ? 31 March 2009.
