- DRUG ABUSE PROGRAM PROTOCOL JOURNALS SOLICITATION # RFQ-NAS-0089-2006 AMENDMENT # 001 The original combined synopsis/solicitation for commercial items was prepared in accordance with FAR Subpart 12.6 and FAR Subpart 13.5. This amended combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The original combined synopsis/solicitation was issued as a RFQ and was a requirements type contract with firm fixed prices under FAR Subpart 13.5. This amended combined synopsis/solicitation is being issued as a RFP and will be a requirements type contract with firm fixed prices under FAR Subpart 15. This procurement has changed from a Simplified Acquisition utilizing Commercial Item Procedures to a Negotiated Procurement utilizing Commercial Item Procedures.
