Description

The Pension Benefit Guaranty Corporation (PBGC) intends to negotiate a non-competitive purchase order with Harvey Lebson of Onley, MD for consultant service, for the period February 15, 2006 - February 14, 2007, at 1200 K Street Washington, DC 20005. Mr. Lebson will participate as a speaker at participant meetings for large plans trusteed by PBGC. These plans involve thousands of participants with approximately 100 ? 400 attending each meeting. At the meetings, contractor is expected to provide a history and overview of PBGC plus a description of the customer service provided. Contractor is also expected to respond to questions from the audience during the presentation and from participants who have individual questions after the formal presentation. These questions are mostly related to specific issues in that plan, including the type and amount of the PBGC guaranteed benefits. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quote. Written response to this synopsis should be received within 5 days of this announcement, and should include sufficient documentation to establish capability to fulfill the requirement. Written response will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Note 22.
