Description

Subject to final approval, the Bureau of the Public Debt intends to acquire on a sole-source basis through Star Electronic Systems Corporation, 34E Freedom Court, Greer, SC 29650, installation of a new security access system for Public Debt?s new Avery Street, Phase II Building. Public Debt currently utilizes Hirsch Electronics Access Control System at Public Debt facilities located in Parkersburg, WV. Star Electronic Systems Corporation initially installed the system and is responsible for maintaining it for Public Debt?s facilities located in Parkersburg, WV. It is imperative that the equipment being installed at Public Debt?s new Avery Street, Phase II Building, be compatible with the equipment currently installed at the other Public Debt facilities. The current system installed at Public Debt?s facilities is under warranty with Star Electronic Systems Corporation. The Government intends to solicit only one source under the authority of FAR 6.302. Services are being solicited and awarded as a commercial item in accordance with FAR 13.5. This notice of intent is not a request for quote. No solicitation document is available. A request for more information or a copy of the solicitation will not be considered an affirmative response. Written responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement at terms more advantageous to the Government. Public Debt will consider all written responses received no later than 2:00 p.m. EST, January 25, 2006. If no written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we will make a sole-source award to Star Electronic Systems Corporation. No telephone inquiries will be accepted.
