Description
The U.S. Fish and Wildlife Service invites Requests for Quotes for chipping or grinding of vegetation to create approximately 31,595 linear feet or 22 acres of firebreaks in the Chesapeake State Forest, Cambridge, Maryland. Three of the firebreak sites (D01, D04, and D05) are flat forest roadbeds, which are low lying land, with pockets of standing water and thick stands of understory vegetation for a total of 28,691 linear feet. Site D01A requires approximately 2,904 feet of work where there is no existing roadbed. The overstory vegetation consists of maples, gum, oaks, and pines up to 10 inches DBH. The understory consists of vines, grasses, shrubs, phragmites, high bush blueberry, wax myrtle, and downed woody debris. The objective is to chip or grind all vegetation along the 4 designated corridors to a width of approximately 30 feet for a total linear distance of approximately 31,595 feet (approximately 22 acres). The Contractor shall not cut large specimen hardwood or pine trees greater than 12 inches DBH, which are growing in the firebreak corridor. The boundaries of the 4 firebreak corridors have been marked with yellow or white paint. The boundary of site D01A has been marked with pink flagging. The Contractor shall use wheeled or tracked mechanized equipment to cut and chip or grind the vegetation which will not remove the vegetative root mat, nor create any ruts in the soil. The Contractor shall cut, chip, chop, flail, or grind the understory vegetation so that the slash remains on-site, and is evenly distributed so that the slash does not exceed one (1) foot in height. Logs slash, or other woody debris shall not be placed in Streams channels, drainage ditches, roads, maintained trails or mowed areas. All trees outside the designated fire break area shall not be cut or damaged by vegetation cutting operations. If an undesignated tree is accidentally damaged, the Contractor shall be responsible for correcting the damage using standard arboricultural and pruning techniques. Vegetation shall be cut and treated so as not to damage adjacent homes, lawns, fences, pools, driveways, sidewalks, streets, buildings, utilities, vehicles, or other property both public and private. TIME FOR COMPLETION. Work shall be completed within one year of the notice to proceed. The Contractor shall schedule work between 7:30 a.m. and 5:30 p.m., Monday through Friday. PRE-BID SITE VISIT. Prior to submission of a quote, offerors are urged to inspect the project site and satisfy themselves as to all local conditions that may affect the cost and performance of the contract. One pre-bid site visit is scheduled for February 22, 2006 at 8:00 a.m. Offerors shall meet at the Chesapeake Marshlands NWR Complex Office, 2145 Key Wallace Drive, Cambridge, Maryland 21613. In no event shall failure to inspect the site constitute grounds for any price adjustment. This is a small business set-aside procurement. The size standard for small business is $6 million. All requests for the RFQ package must be submitted in writing to the address above to the attention of Marsha Browning. Requests may be faxed to 413-253-8450. Requests must include the name of the company, address, telephone and FAX numbers and a point of contact and should reference the RFQ #501816Q003. Issue date will be o/a January 23. The quote package is due at the above address by COB on March 8, 2006.
