All Technical comments will be forwarded to the Project Manager. W9126G-06-R-0023 Replace Family Housing Dyess Air Force Base, Abilene, Texas. Design/Construction of Single Family and Duplex Units. Project consists of design and construction for variously configured 3 and 4 bedroom, one-story and two-story residential units with a 2 car detached garage, conventional or off-site construction; demolition of existing housing units, including abatement, handling, and disposal of hazardous waste products; heating, central air, all equipment and appliances, smoke detectors, telephones, and cable/satellite TV will be included. Supporting facilities include, new driveways; repair and repaving of existing roadways and curb & gutter; sidewalks, landscaping, storm drainage, street lighting, and utilities. Estimated value range is between $25,000,000 and $100,000,000. Use of the FedTeDS website requires prior registration at www.fedteds.gov. Plans and specifications will not be available in paper format or on compact disc. It is the offerors responsibility to monitor the FedTeDS web site (using the above link) for amendments to the solicitation. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contract award. You may register with the CCR at http://www.ccr.gov/. All offerors are encouraged to visit the Armys Single Face to Industry website at http://acquisition.army.mil/default.htm to view other business opportunities. This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are solicited. Proposal from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District Subcontracting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 51.2%; Small Disadvantaged Business, 8.8%; Women-Owned Small Business, 7.3%, HUB Zone Small Bu siness, 3.1%; Service-Disabled Veteran-Owned Small Business, 1.5. The North American Industrial Classification System (NAICS) Code applicable to this project is 236115, Commercial and Institutional Building Construction, which corresponds to SIC Code 152 1. The Small Business Size Standard is $28.5 Million. Solicitation is to be issued on or about 9 February 2006. Proposals due on or about 13 March 2006. Duration of the project is approximately 730 calendar days. A Pre-Proposal Conference is scheduled for 23 February 2006 at the Dyess Officer Club. All interested parties must pre-register no later than 16 February to attend no later than 16 February. Attendees will need to submit the company name, personnels name as shown on drivers license, driver l icense number and state of issue.
