- Eglin Air Force Base, Valparaiso, Florida is posting this Sources Sought Notice for market research purposes only. This is not a solicitation announcement and this notice does not constitute any commitment by the Government. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified sources. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions for future requirements. Description of Services/Functions: 1. Customer Service support: Schedule tests, and college counseling appointments. Counsel customers on available education opportunities and degree programs. Enroll students in college, and interact with university on questions/discrepancies. Schedule, plan, and conduct graduation ceremony. Conduct DANTES exams and maintain test inventories. Implement and maintain Education Training web based training for users at Eglin. Manage the Distance Learning Program. Manage and monitor Formalized Training Programs in accordance with air force instruction manuals to include Formal military training program, undergraduate flying training, Professional Military Education, AF Interim Program, Enlisted Specialty Training, Base Enlisted Specialty Training, Unit Education and Training Management, Personnel System Management. Manage Military Award and Decorations program. 2. Administrative Support: Conduct local training and customer satisfaction survey, and respond to customer inquiries and complaints. Perform the responsibilities of facility manager for two education and training facilities on base. These duties include monthly safety inspections, coordinating work orders, scheduling classrooms. Perform workgroup and server to include computer inventory, maintenance, updates of hardware/software and updating network settings. Maintain an Internet web page including updates. Develop and present briefings. Process tuition assistance, funds reimbursement and travel order forms. Manage the financial program for the education and training function. Administer several civilian training and military personnel formal training. Set up on-site courses to include arrangement of equipment classrooms, coordinate and arrange transportation and accommodations of visiting instructors. Host Professional Military Education staff assistance visits. 3. Management Support: Develop marketing strategies for education and training service programs and awards and decorations program. Prepare and submit reports to major command and other organizations, providing historical data from various sources and present graphs, slides, and required documentation. Assist the director in determining future requirements and computer system enhancements, and the development of equipment upgrade. Provide Equal Employment Opportunity statistical reports; maintain adequate documentation, and brief senior leaders. Recommend education program changes. Assist in negotiating with academic institutions the development of Memorandum of Understanding. Provide, collect, and review course critiques and provide recommendations to the government. 4. Records Management: Maintain a records management program in accordance with Air Force instruction manual. Perform activities, including collection, use, and dissemination of records associated with operating systems of records. Government property will be provided to include facility and equipment. The North American Industry Classification System (NAICS) Code is 561210 (Size Standard: $32.5 million). The contract periods shall consist of one 12-month base period and four 12-month option periods. Eglin AF base is interested in responses from all business concerns. Interested parties shall respond with specific experience, contract references relevant to the requirement that shows the ability to perform these requirements, company?s name and address, telephone number, company size and a point of contact. The respondents will not be notified of the results of information gathered in response to this announcement. The Government will not pay for information requested or compensate any respondent for any cost incurred in developing information provided to the Government.
