Description
The Health Resources and Services Administration (HRSA) intends to issue a Request for Proposal (RFP) which will solicit proposals to facilitate reporting to the National Practitioner Data Bank and to improve patient safety by continuing development of the ?Prep 4 Patient Safety? program. This program was funded in two previous contracts with the Practitioner Data Banks Branch of the Office of Workforce Evaluation and Quality Assurance, Bureau of Health Professions, Health Resources and Services Administration (HRSA). ?PreP 4 Patient Safety? is a framework within which state medical, nursing and eventually other health professional licensing boards work with hospitals and other health care organizations to identify, remediate and monitor health care practitioners with deficiencies that cause concern but do not rise to the level of precipitating disciplinary action. The outcomes anticipated are to: (a) create a trusting non-punitive environment, where health care organizations and licensing boards can identify and correct individual practitioners? clinical deficiencies; (b) identify systemic issues that jeopardize patient safety; and (c) improve compliance with federal and state reporting requirements in situations which are not appropriate for ?PreP 4 Patient Safety? remediation when reportable actions are taken. Specific tasks shall include: (1) Creation of a working group of uniquely qualified representatives (i.e. state licensing boards, state legislative bodies or their national organizations, state professional associations, state hospital associations, risk managers or their national organizations, state based consumer organizations and others as appropriate) who have experience with the ?PreP 4 Patient Safety? program in States where it has been proposed or implemented. The purpose of the working group is to guide the development of tasks two and three; (2) Prepare draft language that could be modified in the various states to put ?PreP 4 Patient Safety? on a statutory basis; (3) Prepare educational materials concerning the draft statutory language that can be used by state licensing boards and other interested parties (4) Distribute drafts of the statutory language and educational materials developed for comment and suggested revisions; (5) Analyze comments and revise materials accordingly (6) Distribution of final draft statutory language and educational materials; (7) On going outreach to encourage and promote better reporting under federal and state mandatory reporting laws; (8) Provide technical assistance; (9) Prepare and disseminate a public report on ?PreP 4 Patient Safety.? It is anticipated that a cost reimbursement type contract will result from this solicitation. It will be competed on a full and open basis. The anticipated period of performance is 24 months from award of contract.
