- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement con stitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation for small business set-aside service disabled veterans utilizing the associated NAICS code 811219, $6,000,000 small business size standard. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Provision at 52.212-1, Instructions to Offerors Commercial Items, and provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition. Offerors shall include with their offer a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, are applicable to this acquisition. The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ), W912P5-06-T-0007, for the acquisition of supplies and services to replace the existing tow haulage motor control system at Chickamauga Lock at River Mile 471 on the Tennessee River. The existing system relies on a large resistor bank. A more efficient system will be installed to provide a smoother operation. The contractor will be required to provide an installation plan to include technical drawings to repla ce the existing tow haulage controls, an installation schedule, and a price. The contractor shall be responsible for the purchasing of new equipment, removal of existing equipment and control components, installation of the new equipment, and control comp onents. The motor alignment must be done by a laser alignment tool. The contractor shall update drawings on site as soon as modifications occur. A final acceptance test must be performed before the project is considered complete. A mandatory site visit is scheduled for February 7, 2006, 10:00 a.m. Central Standard Time, 11:00 a.m. Eastern Standard Time, for contractors to visit the site and view all documents and equipment. The Government intends to award a firm-fixed price contract based on best value. The contractor will be evaluated on their (1) technical capability of the item offered to meet the Government requirement (installation plan and schedule), (2) price, and (3) past performance (to include two like jobs within the past 3 years, descriptio n of job, location of job, contract dollar value, and the customers name and telephone number). This information shall not exceed three typed pages, 8 ? x 11, 12 point font. DELIVERY AND SITE VISIT ADDRESS: The delivery date for all materials to be on site is not later than April 10, 2006, at the Nashville District U.S. Army Corps of Engineers, East Tennessee Rivera Area, Chickamauga Lock, 5400 Lake Resort Drive, Chattanooga, TN 37415. The duration of the project is approximately 6 9 weeks, starting from date of contract award and ending anytime before May 26, 2006. Please be reminded that a mandatory site visit is scheduled for February 7, 2006, 10:00 a.m. Central Standa rd Time, 11:00 a.m. Eastern Standard Time.
