Description
The National Geospatial-Intelligence Agency (NGA) intends to issue solicitation HM1576-06-B0001 on or about 1 February 2006 for the procurement of three (3) generators and the construction of a building to house generators for the Sumner Emergency Power (SEP)Project Number 3802. The Contractor shall provide all labor, material, equipment, and supervision to procure three 1750 watt diesel-powered generators, fuel storage tanks, and related equipment. This requirement includes full construction of a building that will house the generators, tanks, and related equipment. The project also requires the Contractor to connect the feeds to the existing 13.2kv switchgear and related control work. This effort includes site work, structural work, mechanical, architectural, plumbing, and electrical work. This work will be performed in strict accordance with the drawings and specifications within the time allotted for this project at the NGA Sumner Site, Bethesda, MD, Maury Hall. The Contractor is required to be in compliance with all applicable Federal, State, and Local statues and regulations, including all records, reports, and permits as required. The North American Industry Classification System (NAICS) code for this solicitation is 236220, Construction Management, Commercial and Institutional Building and NAICS code 335313, Generator Control and Metering Panels. Small Business size is $28.5M. The estimated cost for this acquisition is between $1,000,000 and $5,000,000. This acquisition will be conducted using Full and Open competition procedures. Interested parties may identify their interest and capability by responding to this requirement. This acquisition will be solicited as an Invitation for Bids (IFB) and award of contract will be made in accordance with FAR Part 14, Sealed Bidding. A Firm Fixed Price (FFP) type contract will result from this solicitation. The anticipated period of performance will be two hundred ten (210) calendar days after the notice to proceed is issued. The full solicitation will be made available within 15-20 days after the synopsis is issued by visiting the NGA home page under Business Opportunities, http://www.nga.mil/portal/site/nga01/ and FedTeDS, https://www.fedteds.gov. The drawings and specifications are available for purchase at the Contractors expense from the following source: RPG Squarefoot Solutions, Beltsville, MD (301) 595-1963 or Ballston, VA (571) 218-1597, http://www.rpg.com/. Estimated Site Visit: 8 February 2006, 0930 EST, at NGA Bethesda, MD, Maury Hall. Bidders who will be attending the site visit must submit their names to Ms. Bernie (Cole) Williams via email, no later than 6 February 2006, 2pm EST, (Eastern Standard Time). In case of inclement weather, NGA will offer alternate date for site visit. It is recommended that bidders refer to NGA homepage for changes. Estimated Bid Opening: 1 March 2006, 2pm EST, at NGA Bethesda, MD, Fremont Building, Room 018. Bids due NLT 1 March 2006, 1pm. Bidders who will be attending the bid openings must submit their names to Ms. Williams via email, NLT 27 February 2006, 2pm, EST. Due to security concerns and limited parking, each participant of bidder's organization MUST submit their names in advance and arrive in only one vehicle per organization. The direction for bid submission will be included in Section L, Instructions, Conditions and Notice to Bidders, of the solicitation release. No hard copies will be mailed.
