Description

This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The NUWC Newport intends to award a sole source Fixed Price contract to Harkness Industries, Cheshire, CT for the following items: 2 ea. Output End Mount Assembly, NAVORD Dwg. No. 3181110 and 2 ea. Input End Mount Assembly, NAVORD Dwg. 3181113. These items are used on the MK 17 Mod 0 Turbine Pump Ejection System geartrain which provides the impulse launch capability to torpedo tubes. The basis for the sole source is that Harkness is the original manufacturer of these items and remains the only manufacturer of the approved urethane compound used in manufacture and possesses the close tolerance molds required for the molding of the urethane to the steel plates. To qualify another source, the Government would have to duplicate the testing already conducted on Harkness mount ring assemblies, resulting in significant additional costs and adversely impacting the ship installation schedule. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
