Description
The Montana Air National Guard located at Great Falls International Airport, Great Falls, Montana and the USPFO for Montana intends to issue a Request for Proposal (RFP) to award a single, Firm Fixed Price contract for services, non-personal, to prov ide all plant, labor, materials, tools, equipment, appliances, incidentals and supervision necessary to perform and complete Project JKSE 039136 Construct Security Police Annex in accordance with the Specifications and Drawings. The place of performance is the Montana Air National Guard, 120th Fighter Wing, Great Falls International Airport, Great Falls, Montana. The work includes, but is not limited to site work of clearing and preparation for the new facility, utility work, concrete and asphalt surfacing , grading, seeding; the construction of a new 10,000SF (929SM), single story, multifaceted structure; structure shall be constructed of non-combustible materials including steel, concrete, masonry and partitions; exterior enclosure assemblies will be made up of metal framework, masonry veneers and metal siding; the roof assembly will be constructed of metal roofing, composite rigid insulation systems, steel decking over steel joists for the majority of the structure; part of the facility will be comprised o f a metal building package. New mechanical (HVAC, fire suppression and plumbing) systems along with electrical (primary and secondary power, communications, lighting, and building power) systems will be part of the new construction. This project includes s ix Options; Digital Data Control Integration, Interior Liner Panels in Mobility Storage Area, Overhead Sectional Door Canopies, Metal Siding versus Masonry Veneer (deductive option), Entry Sign Wall and Asphalt Paving. Magnitude of the project is $1,000,00 0 and $5,000,000. The type of contract will be Firm Fixed Price and a single award is contemplated. Failure to submit an offer on all items shall result in rejection of the proposal. Construction/contract completion is anticipated to take approximate 300 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The Small Business Size Standard is $28.5 million average annual revenue for the previous three yea rs. This action is being procured on an UNRESTRICTED basis in accordance with the Small Business Competitiveness Demonstration Program (Ref: FAR 19.1007(c)(2)). All responsible firms may submit an offer. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or-about 06 February 2006. The tentative date for the pre-proposal conferen ce is on-or-about 21 February 2006, 10:30AM local time at the Montana Air National Guard, Base Civil Engineer Office, 120th FW, Great Falls International Airport, Great Falls, MT. All contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation for clearance to the facility. All questions for the pre-proposal conference must be submitted using the Proposal Inquiry Form (Exhibit F) by 13 February 2006, via email (preferred) to aletha.h.mas sengale@us.army.mil or fax to 406.324.3471. Directions and instruction for entering the base will be provided in the solicitation package. The solicitation closing date is scheduled for on-or-about 09 March 2006. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR 15.3 and DFARS 215.3, Source Selection Procedures. Evaluation factors include Past performance and Price. The Government intends to award without discussions, there fore, the offerors initial proposal shall contain their best terms. Interested offerors must be registered in the DoD Central Contractor Registration (CCR) data base. Firms can register at http://www.ccr.gov or by contacting the CCR Information Center at 1.888.227.2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS numbe r and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcon tracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website at https: //www.fedteds.gov. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in CCR and FedTeDS in order to view o r download the plans and or the specifications. This solicitation is not a competitive bid and there will be no formal, public bid opening.
