- The Government has a requirement for professional A/E Services with Industrial Hygiene Services for Project 646-06-121, _Renovate 4 East_ at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Architect/Engineer to provide site investigation to develop working drawings and specifications to renovate Building 1, 4 East into a combined same-day and 23-hour stay unit at the VA Pittsburgh Healthcare System, Pittsburgh, PA. Construction period services are required to review submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings and VA correspondence during construction. A/E will respond on site within a two-hour period when requested. The project involves primarily nonrecurring maintenance such as removal and replacement of asbestos containing materials including floor tile, fan coil unit removal, upgrade existing HVAC system and distribution systems to meet modern requirements, upgrade electrical panels, replace/install ceiling systems, lighting and upgrading of finishes and other interior design elements. The following will be addressed: _ Maximizing the number of clinical examination spaces in the east wing and south core. Clinic will be generic nature to support a variety of clinical examination needs. _ Evaluate patient traffic flow patterns to eliminate appearance of waiting in lines for check in/out, minimize long queues. _ Renovation to the _gang_ bathroom space in the east wing to accommodate separate male and female bathrooms. _ Update finishes throughout modernizing the appearance of all spaces. _ Create common clinical & admin support space within the 16-bed pod area of the eastern wing for adjacency to the examination suites as a possible option. _ Construction will need to be addressed in multiple phases of the building core to allow clinical operations to continue during construction. The entire eastern wing of the 4th floor will be vacated during construction. _ Ensure patient privacy criteria are met (i.e. computerized information and patient privacy in exam rooms) The proposed area to be included in the scope of the project is approximately 13,800 square feet in the eastern wing and central building core. This work includes architectural, electrical, mechanical including HVAC and control replacement, asbestos abatement, monitoring, Infection Control Risk Assessment and site modifications. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide pg-18-14 _Room Finishes, Door and Hardware Schedule_. Design will include compliance with all applicable building codes and VA design standards. A/E will provide four review sessions: Schematic, 50%, 75%, and 100% design submissions within 110 day design time. A/E shall provide 20 sets of Construction Documents (drawings and specifications) 120 days from NTP. All construction drawings shall be provided on AutoCAD 2000 and specifications in Microsoft Word 5.0 or higher. The NAIC Code is 541330 with the small business size standard of $4.5 million. Construction cost estimate is between $1,000,000 and $2,000,000. Award will be made to the A/E judged by the VA to be the best qualified for the work. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Award is subject to availability of funds.
