Description
The Office of Federal Detention Trustee plans to solicit proposals from Small Business for the following requirement: In September 2001, Congress directed the creation of the Office of Federal Detention Trustee (OFDT) in response to growing concerns regarding the management of persons in federal detention. Congress charged OFDT with the responsibility to provide for the safe, secure, and humane confinement of persons in federal custody awaiting trial or immigration proceedings. To satisfy this mission, OFDT relies heavily on IT solutions that support targeted efficiencies in detention management. OFDT seeks IT solutions that are cost effective, operations centric, leverage legacy systems when needed, and integrate knowledge sharing amongst participating detention agencies. In pursuit of its mission, OFDT recently introduced eDesignate. eDesignate is a system that automates the designation process (i.e., that process that results in sentenced individuals being ?designated? to a facility in which they will serve their sentence). Currently OFDT has a robust production environment to support eDesignate. OFDT envisions eDesignate and related infrastructure to evolve into a more comprehensive IT system that will provide cross-organizational automation to several OFDT functions. It is the desire of OFDT to eventually reach maturity with its infrastructure such that there are separate environments for testing, development, training, and production. However, OFDT is constrained by current resource limitations that require it to first provide one environment that meets all of these needs. OFDT has identified a need to establish a development, testing, and training suite that meets OFDT?s current evaluation criteria. This project represents the logical maturation of OFDT system-of-systems that will, when fully realized, provide cross-organizational automation to several OFDT functions. As previously stated, it is the desire of OFDT to eventually reach maturity with its infrastructure such that there are separate environments for testing, development, training and production. However, OFDT is constrained by current resource limitations that require it to first provide one environment that meets all of these needs. Because of future extensibility needs, the nature of this development/testing/training environment shall be such that OFDT can easily evolve it to separate environments.
