Description

This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Station Support/Simplified Acquisition, Office of Acquisitions- Neurosciences, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to EQUALS THREE COMMUNICATIONS, INC. 7910 Woodmont Avenue Bethesda, Maryland, 20814 to provide media outreach and general communication support as well as continued efforts to the various final phases related to the REAL MEN REAL DEPEPRESSION (RMRD) campaign. EQUALS THREE COMMUNICATIONS, INC. will complete the final phase of the Latino Outreach Wrap-up: (1) track the audio news release and television public service announcements (PSA) and report ; (2) final monitoring and reporting of placement surrounding release; delivery of hard copies to NIMH; (3) Photoshop image files for all the REAL MEN REAL DEPRESSION Spanish-Language tri-fold and add American Indian Native Materials Development (4) edit the two TV- PSAs to include the new requirement from DHHS; (5) finalize printing of PSAs featuring a noted public figure ; (6) finalize the REAL MEN REAL DEPRESSION brochure featuring a noted public figure; (7) providing NIMH with Photoshop image files for all included in the brochure; (8) provide NIMH with printer ready files for reproduction of the tri-fold. EQUALS THREE COMMUNICATION, INC. has proprietary data (Far 6.302-1) due to the nature of the information obtained during the outreach campaign start date of 2005 until present. An award to any other source would affect the NIH prior and current research involving tracking basis of depression awareness in specific groups of men (e.g., American Indian, Alaska Natives, American Indian, Latino, Spanish) and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541430 and the Size Standard is 6.0. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
