- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. This solicitation number is FA4861-06-Q-B006 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-04. THIS SOLICITATION IS 100% SET ASIDE FOR SMALL BUSINESS. The standard Industry Classification (SIC) for this solicitation is 3715 and the North American Classification System (NAICS) is 336212. Based on the size standard for small business of 750 employees. Contractor shall furnish all personnel, labor, materials, supplies and design necessary to provide one custom built trailer that meet the specific requirements listed below. United States Air Force Air Demonstration Squadron (Thunderbirds) Mobile Maintenance Trailer Requirements: - Mobile maintenance trailer to support Supply and Maintenance activities for 8 USAF F-16 C/D aircraft and Maintenance personnel at air show sites. - Trailer used to store Toolboxes, Tool Bags, Support manuals (USAF Technical orders & Job Guides), Consumables, and Test Equipment in lockable cabinets and pull out drawers. Cabinets and drawers large enough for ease of access. - Toolboxes and Test equipment of various sizes and weights. - Trailer used to store and issue 280 aircraft parts of various sizes and weights (1 lb to 120 lbs) Assets required being stored in lockable cabinets, sorted by size. 1000 Bench-stock bin items of various sizes and weights, easily accessible in pull out lockable drawers. - Interior workspace, climate controlled, to include lighting and power outlets for computer usage and desk space. - Exterior floodlighting for after-hours maintenance operations - On board power generator to operate electrical equipment. - Flammable locker to store liquids. - Access to trailer from the rear in the form of drop down ramp, access door or roll up gate to allow Maintenance personnel the ability to enter trailer or be handed tools and aircraft parts from within. - Trailer outer surface must be textured to be painted to match paint scheme of Thunderbird aircraft. Airlift and Construction Requirements: - Clearance from lowest point of frame to the ground can be no less than 12 inches. - Request a steering axle and navigation tongue that is designed for heavy duty towing and steering. - Navigation tongue must be compatible with government pintle hook (see picure on last page) specifications in addition to most civilian tow-ball designs. - Trailer must not exceed 96 inches in height or 84 inches in width. - Tires + spare tire must not exceed 100 PSI. - Aft-over-hang (AOH) and Forward-over-hang (FOH), from center of respective axle to farthest edge tip of trailer respectively) must be as short as possible as not to deconflict while loading onto a 17 degree angle of approach up and into cargo transport aircraft. - Bins, drawers, lockers must have locking devices to prevent cargo from shifting or becoming projectiles during flight. - Request no less than 8 D-ring tie-down points (trailer while in flight shall be chained to cargo floor) with 25K-lb rating. - Weight of trailer must be limited to no more than approximately 4K-lbs empty. - Depending on weight of trailer, additional contact points may be needed as to disperse the weight of trailer over main cargo bay floor not exceeding PSI restrictions on aircraft once loaded. - Trailer must carry a visible fire extinguisher in an approved, sturdy bracket. - Trailer must have lockable wheel brakes to ensure stability when not connected to tow vehicle. - User requests that trailer design and frame constructed as heavy duty as possible as it will be loaded/unloaded from military cargo transport aircraft approximately 65-75 times over a 6-month period and towed extensively to and from aircraft at the show-site. Also, Thunderbirds highly depend on ease of mobility; this trailer must be quick to hook up, move and store. Prices quoted shall be FOB Destination Nellis AFB, Nevada. A site visit is schedueld for 13 Dec 2005 at 10:00 a.m. at Nellis AFB to see the current trailers being used. You need to notify, in writing, us no later than 9NLT) 7 Dec 2005 with the below listed information to attain access to the base for those who will attend the site visit. Attending the site visit is not mandatoroy to provide a quote. - Full names and Social Security Numbers - Year, make, model, color, license number and state of car being driven. - The person diving the vehicle the day of the visit will need to bring proof of insurance, vehicle registration and a valid drivers license. Award will be made based on best value to the government. Best value will be based upon review of design, meeting specification requirements, price and delivery. Offerors must include with their quotations: a completed copy of provisions 52.213-3, Offeror Representations and Certifications Commercial Items, obtained from Air Force Far Site, http://farsite.hill.af.mil. Amendments (if any) will be posted on the Electronic Posting Systems (EPS) site, http://www1.eps.gov. It is the offeror’s responsibility to monitor this site for the release of amendments. The following provisions and clauses can be viewed through Internet access at Air Force FAR site noted above. The following clauses and/or provisions apply to this provisions apply to this solicitation: FAR 52.212-1, Instruction to Offerors Commercial Items, with the following technical description in sufficient detail to evaluate compliance with the requirements of the solicitation (i.e. product literature, specs, etc), the terms of any expressed warranty, price and any discount, and delivery times; FAR 52.212-2 Evaluation Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the best value to the government.
